Pensions, RSA, taxes, back-to-school bonus, meal tickets, fuel… what changes in September

From September 1, 2022, many changes will take place in the daily life of the French, which we detail for you.

Who says new month says novelties. In September, many changes will impact your daily life. Back-to-school bonus, TV license fee, pensions… We take stock of all the new features for the start of the school year.

Back to School

The back-to-school allowance (ARS) allocated each year to help families meet back-to-school expenses was increased by 4% in August. The revalued amount will be paid to you in September.

Another measure to support the purchasing power of the French: the exceptional back-to-school bonus. It was passed on August 4 by the deputies. This bonus, in the amount of 100 euros, will be paid on September 15 to beneficiaries of social minima, such as the RSA, housing allowances and scholarship students. It will be increased by an additional 50 euros per dependent child.

The college and high school scholarship application campaigns open on September 1 for students who are not yet scholarship recipients. Student grants are increased by 4% for the start of the 2022 academic year.

Fuel Discounts

While they were down in early August, the prices of the different fuels have been on a slight increase for a week according to the specialized site Carbu.com. While prices at the pump remain very fluctuating, the government will strengthen its assistance to motorists.

His delivery to the pump will pass from 18 to 30 cents per liter from 1 September. This is what was voted in Parliament at the beginning of the month, as part of the purchasing power law package of measures. This discount will remain in place until October 30 before being lowered to 10 cents for the last two months of 2022.

Social support

The law on emergency measures in favor of purchasing power and the amending finance law, voted in August 2022, put in place various measures for the start of the school year: among these, the revaluation of social minima.

It is therefore planned that retirement pensions, student grants, RSA, disabled adult allowance, activity bonus and family allowances will be increased by 4%. An increase which will be retroactive to also concern July and August. The personalized housing assistance (APL) will also be increased by 3.5% to compensate for the increase in rents.

Tickets-restaurants

From September 1, the ceiling for the use of restaurant tickets will go from 19 to 25 euros. In addition, restaurant vouchers can be used to pay for all food shopping, directly consumable or not, until December 31, 2023. This measure concerns 4.5 million beneficiary employees.

TV license

From September 1, the television license fee or contribution to public broadcasting will no longer be collected. Its amount was 138 euros in metropolitan France and 88 euros in overseas territories.

For monthly households, the sums advanced for the 2022 fee will be reimbursed in September, for those who no longer pay housing tax, directly to the bank account.

For those who still pay part of the council tax, it will either be refunded to your bank account in October, or deducted from what you still have to pay under your council tax.

Fuel

Home loan

Implemented on June 1, 2022 for new borrowers, the Lemoine law will, from September 1, be applied to all current mortgages, as indicated Moneyvox. As a reminder, this law allows borrowers to terminate their borrower insurance contract at any time to turn to another insurer with equivalent conditions. Until then, this termination was only possible on the anniversary date.

In addition, since the entry into force of the law, borrowers no longer need to complete a medical questionnaire for a loan of less than 200,000 euros, or 400,000 as a couple.

Income tax

Your withholding tax rate might change in September if your declared income has changed. “The rate that applies to the month of September of year N is the rate from your declaration made in the spring”, specifies the government site dedicated to taxes.

Lodging

Several aid measures have been put in place in the field of housing within the framework of the law on purchasing power: the “rent shield” caps the rise in rents at 3.5%, housing aid is increased by 3.5%. The mandatory energy audit for the sale of houses or buildings classified F or G, which was to start on the 1st September 2022, is postponed to April 1, 2023, specifies the site of the public service.

PMA

This is one of the effects of the bioethics law of August 2, 2022. As indicated by the public service, from September 1 the anonymity of gamete donors will be lifted for the majority of children born from PMA, medically assisted procreation.

Those who wish to donate sperm or oocytes must agree to provide the following information: their surname, first name, date of birth, age and family status at the time of the donation, family situation, physical characteristics and motivations for donating. These may be disclosed to children born of these donations as adults if they so request.

Those who donated before September 1, 2022 will be able to provide this information retroactively if they wish, but they will not be subject to any obligation.
