Penitentiary integration and probation services: the fight against recidivism put to the test

Almost twenty-five years after their creation, the penitentiary integration and probation services (SPIP) remain unknown, even though they play a major role in the fight against recidivism. The Law Commission wanted to shed light on their activity and assess whether the effort made since 2014 to strengthen their workforce has begun to bear fruit. It makes ten recommendations aimed at continuing to invest in SPIPs while strengthening ties with their partners.

The recruitments carried out have made it possible to remedy a situation of understaffing that is detrimental to the quality of support, without the working conditions of prison integration and probation advisers (CPIP) becoming comfortable. The commission recommends getting closer to a portfolio of sixty people followed by CPIP and upgrading the profession of prison director of integration and probation (DPIP) in order to improve its attractiveness. As the profession of CPIP has evolved to become more firmly rooted in the penal and criminological field, care should also be taken to guarantee the multidisciplinary nature of the teams, particularly in the field of social work.

Acting on the mandate of the judicial authority, the SPIP is at the heart of a network of actors with whom it must maintain close relations to guarantee the continuity of the pathways. The commission invites experimentation with the permanent presence of the SPIP in the correctional courts in order to promote the management of the convicted person as soon as the sentence is pronounced. It suggests introducing an accreditation procedure for socio-judicial associations that work alongside SPIPs in order to ensure the quality of their services. It recommends relaunching the partnership with local missions and strengthening ties with the regions for better access to employment and training.

In general, it emphasizes that controlled access to digital technology in detention would facilitate the implementation of reintegration pathways and calls for the development of a real assessment of the effectiveness of sentences.
