Remigio Ceballos, Minister of Interior, Justice and Peace, reported that on Friday, July 26, the sale of alcoholic beverages, the carrying of firearms and the transportation of heavy machinery will be suspended due to the application of the Prohibition in view of the presidential elections on July 28.

The decree includes the participation of all security agencies to ensure that no commercial establishment violates the regulations.

In the case of people who are consuming alcoholic beverages in public, the Resolution 038 Article 2 stipulates that police officers may require those carrying liquor bottles to empty the contents of the liquid.

Those who do not comply with the measure or who fail to comply with the resolution will be subject to sanctions imposed by the municipal authorities.

The correct police procedure in cases of non-compliance with the Prohibition Law is to close the business premises. A police officer, who preferred to remain anonymous, explained that the agents must proceed with the closure of the establishment for contempt.

The authority must notify the merchant that he must pay a fine in Tax Units (UT) and comply with a closure of the business premises that could last from 72 hours to 8 days. The amount of the fine is determined by the Treasury Department of the municipal mayors’ offices.

The source said that there is no provision for arresting the owner of the establishment for non-compliance with the Prohibition Law.

Every time elections are held in Venezuela, articles 129, 130 and 131 of the Organic Law on Electoral Processes must be enforced.

Article 129: Election day will be held without disruption of public order. No person may attend the voting process armed, even if they are authorized to carry weapons, except for the members of the Plan República in compliance with their duty to ensure the safety of the voters and the Electoral Board and the order of the voting process in general.

Article 130: The sale and distribution of alcoholic beverages is prohibited 24 hours before and after voting.

Article 131: Public meetings and events are prohibited 24 hours before and after voting.

The law restricts the circulation of vehicles used for the custody and transport of valuables, and also suspends construction or infrastructure work on public roads and highways.

Likewise, maintenance work by cable companies and telecommunications companies is prohibited one week before and 72 hours after the elections.

There will also be strict control of the movement of people across borders by land, sea and air, as well as the suspension of academic activities.

However, among the activities that are permitted, citizens will be able to make full use of public and open spaces and businesses dedicated to the food and pharmacy sector will operate.
