New amendments to the “automobile” chapter of the Code of Administrative Offenses of the Russian Federation cancel fines for a number of minor traffic violations, including the lack of a diagnostic card, and toughen responsibility for serious ones. Sanctions are also introduced for exceeding the average speed.
The bill, prepared by State Duma deputy Nikolai Novichkov, is described on June 29 “News”. For the lack of technical inspection, it is proposed not to punish at all. Replace the fine with a warning:
- for a non-included turn signal;
- for violation of the rules for the use of lighting devices;
- for the rights or documents for the car forgotten at home;
- for a dirty number;
- for driving with minor faults.
“The introduction of amendments to Article 12.5.1 of the Code of Administrative Offenses of the Russian Federation is a forced measure: if the provisions of the List of malfunctions and conditions under which the operation of vehicles is prohibited are applied, then Russia risks being in a situation of a total shortage of road transport,” the explanatory note to the document says.
Sanctions for serious misconduct in the bill are stricter than now:
- the fine for an unfastened seat belt (for both the driver and passengers) has been increased from 1,000 to 5,000 rubles;
- a fine for transporting a child in a car without a child seat – from 3 thousand to 5 thousand rubles;
- motorway fine for vehicles that cannot go faster 40 km / htraining driving on such roads, as well as for driving on a highway on a truck beyond the second row – from 1 thousand to 3 thousand rubles.
For repeated speeding by 40-60 km / h, it is proposed to fine in the amount of 2-5 thousand rubles or punish with deprivation of rights for a period of 4-6 months.
The norm regarding the average speed is returned. In Article 12.9 of the Code of Administrative Offenses, the phrase “exceeding the established speed of a vehicle, as well as passing a controlled area at an average speed exceeding the established one” appeared.
