According to several of the participants in El Comercio, the main frictions occurred around the acts of political control of Parliament and an initiative that is being discussed in this forum: the advancement of elections.

“I felt the most tense moment when they hinted that we are questioning, interpellating, censoring. They were Minister Alejandro Salas and the Prime Minister,” Martha Moyano, first vice president of Parliament, told this newspaper. Alejandro Muñante, third vice president, maintained that Roberto Sánchez, head of the Mincetur, also questioned actions of political control and noted that another tense passage occurred “when he was asked to [al presidente] choose your ministers well. And that it does not further incite the population in the decentralized councils of ministers”.

Meanwhile, Moyano and Muñante pointed out that Castillo intervened “very little” in the meeting. “Only the protocol part and he gave his ministers a pass,” the first referred and said he did not remember anything outstanding mentioned by the president. In this regard, the Minister of Labor, Alejandro Salas, admitted in brief statements to El Comercio that he first addressed the issues of a possible presidential vacancy and the advancement of elections at the meeting. “They stated that the crisis was not generated by them, but that Congress reacted to the wrong designations with its political control. The answer given to them at that time was that they are positions of trust. We ask that you evaluate it objectively. There are errors that are recognized and that are part of the experience curve that is trying to be corrected, ”he added.

In private
Although the meeting lasted almost an hour and a half, this newspaper was also able to learn that Castillo and Willams met momentarily in private. The head of Parliament did not comment on the matter at his press conference, but he did mention that three file cabinets with 77 laws pending regulation by said State power were delivered to the Executive.
The private appointment between the highest authorities of the Executive and Legislative lasted approximately 10 minutes. “In the end, the president [Castillo] He asked her to talk in private. The president gave him [al titular del Parlamento] a document called Consensus for Peru. The entire meeting was in the office of the president of Congress. They also limited that towards the end of the appointment, Moyano chose not to participate in part of the protocol photos. The Consensus for Peru document consists of four pages. These are proposals from the Executive on seven thematic axes: political stability and constitutional reform; fight once morest citizen insecurity and reform in the administration of justice; reactivation and economic growth; mitigation of an adverse scenario on fuel and grain prices in the world economy; fight once morest corruption, drug trafficking and terrorism; mitigate high interest on mortgage and consumer loans; and foreign policy.
In the first point, the government asks Parliament to prioritize the regulation of the question of trust and the presidential vacancy due to moral incapacity, as well as to analyze the context of the viability of the bicameral system.
Finally, at a press conference, this newspaper consulted Torres on the Executive’s current position on the advancement of elections, considering that it was a proposal that —according to what he announced— was regarding to be presented to Congress last March. The head of the PCM did not respond, but Salas assured: “We found in the president of Congress that he did not have a policy on the agenda that all leave, except for a presidential vacancy.”
