The President of the Republic, Pedro Castillo, accused the congressmen of “vacadores” and of preventing him from exercising the exclusive powers granted to him by the Political Constitution, such as directing the country’s foreign policy.
During his message to the Nation, he insisted that “destabilizing forces” they have used motions for presidential vacancy, interpellation and censure once morest their ministers.
“These same destabilizing forces have used in Congress motions for presidential vacancy, interpellation and censorship of many ministers, and have prevented the exercise of the exclusive powers assigned to me by the Constitution as President of the Republic, which is to direct foreign policy. of the nation with repeated refusals to exercise it”he expressed.
“Although without success, they generate instability and ungovernability because we continue promoting the changes that the country needs. These vacant congressmen repeat the script of calumnies that they extract from their presumed effective collaborators, who will never be able to prove the facts that they narrate because they are false”he added.
In that sense, Castillo indicated that he has requested the activation of the Inter-American Democratic Charter to the Organization of American States (OAS), since he warned the international community that there is a process in the country that seeks to break the constitutional order.
“My Government has requested before the OAS, the activation and application of the Inter-American Democratic Charter to initiate a consultation process with all the political forces, the powers of the State and the social forces, to meet with the good offices of the international community, a path that prevents a serious alteration of the democratic order in Peru”he indicated.
Finally, the head of state pointed out that he resorted to this figure, specifically articles 17 and 18, as a preventive mechanism for the defense of democracy and to avoid constitutional rupture in the country.
