PDIP Politician Said Abdullah Admits He Once Proposed Revision of MD3 Law

PDIP politician who is also the Chairman of the Budget Agency of the People’s Representative Council (Banggar DPR), Said Abdullah, confirmed that he had proposed a revision to the Law on the MPR, DPR, DPD, and DPRD (MD3).

He submitted the proposed revision of the MD3 Law in 2023 to Deputy Speaker of the DPR Sufmi Dasco as the DPR Leader in charge of economics and finance.

Said said that the proposal to revise the MD3 Law at that time was related to the DPR’s financial authority, not related to the determination of the DPR chairman’s seat which is currently being widely discussed.

Said said that improving the DPR’s authority in the budget sector would be the basis for the DPR’s authority to carry out supervision and carry out budget functions more optimally.

However, regarding the proposal, Said said that Dasco immediately rejected it and he accepted Dasco’s decision as the DPR Leader.

“Mr. Dasco himself, through the media, also emphasized as part of the DPR leadership that he had not heard of the proposed revision of the MD3 Law,” he said.

He explained that one of the reasons for proposing the revision of the MD3 Law was because after the Constitutional Court (MK) ruling, the DPR was no longer allowed to intervene in matters of units three and below.

In fact, in using the right to supervise, especially regarding the budget and programs regarding finance, he believes that it is the DPR that sees the problem in detail based on the experience in the DPR Budget Committee.

Currently, Said said that based on communication with the leaders of the factions in the DPR so far, a joint commitment has been built to maintain good democracy, while maintaining the existing MD3 Law.

He added that the government, through the Minister of State Secretary, has also emphasized that President Joko Widodo will not use his authority to issue a government regulation in lieu of law (perppu) related to the MD3 Law.

“I am sure that the President greatly respects the authority of each state institution,” said Said.

Previously, Deputy Speaker of the DPR Sufmi Dasco dismissed news of the discourse regarding the MD3 Perppu which would allegedly change the mechanism for filling the DPR Speaker seat for the next leadership period.

“There is none, we are not talking,” said Dasco at the Parliament Complex, Senayan, Jakarta, Thursday (1/8/2024).

Regarding the inclusion of the revised MD3 Law in the list of Priority National Legislation Programs (Prolegnas) for the 2023-2024 period, Dasco said that it was proposed by the Chairman of the DPR Budget Committee, Said Abdullah, because there are a number of articles related to finance.

However, he explained that the revision of the MD3 Law was ultimately agreed not to be rolled out by parliament because it was feared that it would create polemics. (Z-8)
