Passport valid for more than half a year before leaving the country?

Japan, South Korea, the United Kingdom, Australia, Canada and other countries also do not expressly stipulate that a passenger passport must be valid for 6 months before entering the country, but the passport must be valid during the stay in the local area. In addition, airlines have the right to refuse boarding of passengers whose passports are valid for less than 3 months or 6 months. Therefore, it is recommended to inquire about the entry documents requirements of the airline and the destination before departure.

1. Submit in person

  • Applicants whose original HKSAR passport has been damaged, lost their passport or cannot provide a passport or need to change their personal data on the passport must submit the application in person

2. Apply for a certificate service station

  • There are document application service stations at the Immigration Headquarters and 7 branch offices. Eligible applicants can use the “Document Application Service Stations” to apply for HKSAR passports during office hours

  • Not applicable to applications for passport replacement due to loss, damage, breakage, inability to use the old passport or change of personal data on the passport

  • No quota limit

  • Applicable to eligible applicants who can collect their passports in person at designated immigration offices, Chinese embassies and consulates abroad or offices in the Mainland

  • If the applicant is a child under the age of 16 or an unmarried person between the ages of 16 and 17, the consenting parent or legal guardian must accompany the child/applicant to collect the passport in person for signing the application.

  • (When submitting the application, the applicant must also submit a recent color photo with a white background, and the photo must meet certain specifications)

Processing time for applications for SAR passports

The Immigration Department undertakes to complete the application process within 5 working days upon receipt of all required documents, fees and photos. For children under the age of 11 who do not hold a Hong Kong Permanent Identity Card, the processing time for the application is 10 working days. In general, applicants can collect their new passports on the next working day after the Immigration Department has completed processing the application.

If the application is not submitted in person, the applicant should allow an additional 2 to 3 working days to process the relevant procedures; if the passport application is submitted due to loss, damage or alteration of personal data, the processing time may be longer.

Supporting documents for applying for a SAR passport

Applicants who submit applications in person should bring along the originals of the relevant supporting documents; for applications by post or drop-in, photocopies of the supporting documents should be submitted together with the application form, photos and cheques. Applicants for SAR passports should note that the ImmD will not return the submitted copies, and must present their ID cards and the originals of the submitted supporting documents for verification.

Other required documents

Those aged 16 or over:

16 or 17 year old applicants

  • Hong Kong identity card or valid travel document of the parent or legal guardian who agrees to the application

  • Birth certificate (not required if born in Hong Kong) to prove his/her relationship with the consenting parent/parent or court order to prove that the consenting legal guardian has custody of him/her

  • If the applicant is married, he/she only needs to submit his/her marriage certificate (no need to submit if married in Hong Kong) without the consent of the parent or legal guardian and the submission of the above documents.

Applications for children under the age of 16

  • Children’s Hong Kong Permanent Identity Card / “Application Receipt for Hong Kong Permanent Identity Card” (ROP140/ROP140A)

  • Hong Kong identity card or valid travel document of the parent or legal guardian who agrees to the application

  • The child’s birth certificate (not required if born in Hong Kong) to prove the relationship of the consenting parent to the child or a court order (if applicable) to prove the consenting legal guardian of the child have custody

Additional rules for children under 11

  • School ID (such as a student handbook, which must contain the child’s name, date of birth and photo, and be certified by the school’s stamp) or other identification must be presented.If such school supporting documents or identification cannot be provided, a completedand a photocopy of the counter-signer’s Hong Kong Identity Card or a valid travel document bearing the counter-signer’s signature.

Additional requirements for children under the age of 11 who do not hold a Hong Kong permanent identity card

  • One additional photo (i.e. submit two identical photos in total)

  • Completed and signed by the parent or legal guardian of the child

  • Documents proving that the child has the right of abode in the Hong Kong Special Administrative Region (not required if the applicant was born in Hong Kong)

Additional requirements for first-time passport applicants born outside Hong Kong, Mainland China, Macau or Taiwan

  • Hong Kong Identity Card (if any)

  • Birth certificate/copy of household registration (must include the names of the applicant and parents)

  • Current travel document (with the applicant’s photo and personal data page) / identification document (if any)

  • Hong Kong Permanent Identity Card of the biological father/mother (if any)

  • At the time of the applicant’s birth, the biological parent’s travel document contains a stamp of foreign residency or citizenship

  • A document issued by a foreign official agency stating the residence status of the applicant and the parents in the local area and when they obtained the local permanent/unconditional residence

  • Official documents proving that the applicant is Chinese nationality (if any)

SAR Passport Photo Specifications

When submitting the application, the applicant must also submit a recent color photo with a white background, and the photo must meet certain specifications; if applying for a passport for a child who does not hold a Hong Kong permanent identity card, an additional copy of the same color photo.
