The Court of Auditors emphasizes that there are few points of criticism for a project of this importance

Vienna (PK) From October 2022 to April 2023, the Court of Auditors examined the renovation of the Parliament building. The test result and the statement from the Parliamentary Directorate and the Federal Real Estate Company (BIG) were discussed on September 21, 2023 in the builders’ committee, which includes the presidents of the National Council, the club chairmen and the president of the Court of Auditors (with an advisory vote). The final report was published today.

Overall, the report from the Court of Auditors confirms this Final report from the Parliamentary Directorate and BIG from May 2023. Accordingly, the legal mandate of sustainable renovation was fulfilled, the specified overall cost framework was adhered to, but the original schedule was repeatedly extended for various reasons. The Court of Auditors criticized the investigations into pollutants and contaminants, ongoing project changes and expansions, the quality of tender documents, the scope of additional contracts to main contracts with the major trades and the space required by parliamentary operations. The Parliamentary Directorate and BIG commented in detail on detailed criticisms; some of these explanations were included in the Court of Auditors’ report. In its communication about the report, the Court of Auditors emphasizes that “a project of this importance contains few points of criticism”. However, the Parliamentary Directorate and BIG were surprised at the incomplete presentation of the cost development in the short version and mailing of the Court of Auditors, when the total costs were within the legally prescribed framework. With a unanimous decision by the National Council in November 2020, the tolerance of 20% planned at the start of the project was activated. “So when the Court of Auditors headlines ‘19% above plan’ and refers to the forecasts from 2015, then it confirms that we remained one percent below the specified cost framework,” says Parliament’s deputy director and general representative for the renovation of the parliament building Alexis Wintoniak. BIG managing director Wolfgang Gleissner finds it “a shame that this fact is only presented in the main part of the report, while the headline paints a different picture.” The main statements in the media reports are also reduced to the shortened headline.
