District 89 Representative Marcus Paramore recently addressed the Troy Rotary Club, highlighting the major accomplishments of the 2024 legislative session and previewing anticipated hot topics for the upcoming 2025 session.
Paramore described the 2024 session as successful, emphasizing the passage of record budgets – a remarkable $3.4 billion for the General Fund Budget and $9.5 billion allocated to the Education Trust Fund. The legislature also gave parents a new educational choice through the Education Savings Act, allowing them to move their children from underperforming school districts to alternative settings, including other public schools, private schools, or even homeschooling.
Addressing healthcare, Paramore spoke to the legislature’s response to a significant and unforeseen legal court decision regarding In Vitro Fertilization. While lawmakers secured a short-term solution ensuring continued access to IVF treatment, Paramore acknowledged the issue needed a more permanent solution, highlighting the need for further legislative action. Additionally, a measure was passed to curb potential abuse in campus elections.
Looking forward, Paramore anticipated gaming to remain a focal point in the upcoming session, which begins February 4, 2025. He disclosed that while the Senate intended to push forward a comprehensive statewide gaming bill, early indications suggested it faced significant hurdles and might not gain traction. A lottery bill is also expected to resurface and generate animated debate.
Paramore suggested that with the gaming discussions potentially less central in the new session, changes in other key areas could.
He anticipated strong regeneration in support for young farmers and rural hospitals, as he believes the political climate may create space for discussion. He feels a strong insurance proposal supporting young farmers could prove successful, allowing budding generations of farmers greater access. He further cautioned about the future viability of rural hospitals – and hopes to lead the fight to ensure they see no further closures across the state
