“Parallel Imports in Russia: Maxim Shaskolsky’s Call for Extension to All Categories of Goods”

The head of the Federal Antimonopoly Service (FAS), Maxim Shaskolsky, considers it necessary to extend the parallel import regime to all categories of goods. He expressed this opinion at the final board of the department today, May 17.

“We consider it right to allow parallel imports of all goods, except for goods whose production is localized in Russia, that is, jobs are created, taxes are paid, and goods go to the domestic market,” said Mr. Shaskolsky (quoted by TASS).

President Vladimir Putin legalized parallel imports in June 2022, it was extended until 2023. Russia is allowed to import goods approved by the Ministry of Industry and Trade that are legally delivered to third countries, but are not allowed by the manufacturer for import on the territory of the Russian Federation. The list of allowed imports included electronics, several brands of auto chemicals and tools for the Russian industry. The Central Bank said that the establishment of parallel imports contributes to lower prices.
