Papastergiou: The aim is to abolish the certificates, digitally we are ready

On Friday, Dimitris focused on the initiative for the digital wallet of gov.gr, which, as he pointed out, is an important development in the effort to modernize and digitize public services in Greece, but also on the first EU law regarding the regulation of the artificial intelligence landscape Papastergiou.

The Minister of Digital Governance spoke on the First Program of Hellenic Radio 91.6 and 105.8 and on the show “Se Diadrasi” saying characteristically: “In essence, the birth certificate is not even needed. He wants the information printed on the certificate, ie when I was born, where I was born, who my parents are. So, in order not to even create a certificate, we say that we go together with the Ministry of the Interior, which has the Civil Registry, which is the owner of its data, of Greek citizens, to abolish the concept of the certificate and any information we want to give to a service and to a private entity – the insurance companies that we have already started, with the consent of the citizen, this should be given immediately”.

“In other words, let’s now abolish certificates, let’s now abolish various stages of bureaucracy, which with the new data are unnecessary. So we are doing this work, with the Ministry of the Interior, with the minister Theodoris Livanios, not to go to certificates which anyway do not make any special sense. But let’s go and see which are the 10 most popular certificates that citizens request and which of them can be abolished because they are already completely digitized. There are also some others that are created asynchronously. The National Register has not yet been fully digitized so that we can publish it immediately, that is, we can obtain this information immediately,” he said.

“So the purpose is, in parallel with the very large regulation that the Ministry of the Interior is making with the ASEP and the acceleration of the procedures to abolish such unnecessary certificates and that all this information goes from the owner, from us who are our data , to the entity that requests them with our consent. We refer to this as consensus and we have already implemented it. And this is the basis on which this whole mechanism will be based,” he clarified.

When will the services be digitized?

Regarding now, when these services are expected to be digitized so that there is this interoperability and the system can extract all the information it wants, Mr. Papastergiou noted “In terms of digital maturity, we are completely ready. I think that because the summer is not a good time for such important changes, with the return from September we are now organizing together with the main agencies that serve citizens, so that the citizen, now, when he finds himself or when he asks digitally, or in physical presence something with his personal number can be served without having to do anything else. It is no longer a matter of time but for a better coordination, if you want, of the other services so that we can work and put the digital number in our lives. We will enter a platform, myInfo.gov.gr, it has not been uploaded yet, but it is ready. This will be the platform. We will see how we look in the various state registers and if there is an agreement we will get a personal number. If there is a one-time mismatch in the part where there is a mismatch in our last name, first name, date of birth, we correct it with the prescribed procedures and from there we ensure that we do not deal with such misspellings again in in relation to our presence in the Greek government”.

“I think it’s a very important initiative – It’s not something that will tear humanity apart – We have to see it as an important tool in our lives,” he said, speaking of the EU’s first law to regulate artificial intelligence.

Asked to comment on the European Union’s first law to regulate artificial intelligence, the Minister of Digital Governance replied: “I think it’s a very important initiative. Europe may not be as pioneering as we all would like in technology, but at least it is in front of such issues of rights regulation, privacy protection (…). That is, it now sets the framework for artificial intelligence applications, prohibits some things, for example the rating of citizens, categorizes the applications into prohibited, into very dangerous applications which do not have a particular problem. So, now national authorities will have to see applications that use artificial intelligence, categorize them and accordingly allow or not to use them.

“Artificial intelligence, nevertheless, is a very important tool. As time goes by, I think we are now rationalizing a little bit our opinion about her. It is not something that will tear humanity apart. Artificial intelligence has no understanding. She does not understand what the text she is reading is, she has simply read billions of texts and is very good at finding you next words, phrases, etc. So, we must see her as an important tool in our lives and therefore also in the Greek Public early, almost a year now, nine months, we have included such tools in several parts of public life and in public procedures, precisely in order to be able to make the lives of citizens even easier” he added in closing.
