The three pandas at the National Zoo in Washington State, USA, are expected to return to China before December as their lease agreement expires. In addition, the only four pandas left in Atlanta, Georgia, will return home next year when their contracts expire. By then, the United States will be in the rare situation of “not having a single panda in the country,” triggering foreign media to discuss the situation of Beijing’s “panda diplomacy.”

According to the Washington Post, China’s “cat-panda diplomacy” refers to Beijing’s decades of gifting or lending pandas to build relationships with other countries. Although Panda’s departure is usually related to the non-renewal of loan agreements, officials have not explicitly linked the matter to politics. But Chinese analysts point out that the wave of recalls comes at a time of growing tension between the West and Beijing.

In addition to the three cat bears in the National Zoo in Washington State, the United States, and the four cat bears in Atlanta, Georgia, they will return to China. The Royal Zoological Society of Scotland (RZSS) also announced earlier this month that the “last two pandas in the UK” at Edinburgh Zoo will return to China in early December. The only cat and panda at Australia’s Adelaide Zoo is also expected to return home in 2024.

Chee Meng Tan, an associate professor at the Malaysian campus of the University of Nottingham in the United Kingdom, said that Beijing has become increasingly frustrated with the deterioration of Sino-Western relations in recent years. “This may be Beijing’s way of signaling to the West that they may not be too happy with how things are going… You’re not treating us well, so we may have to withdraw our pandas.”

Eric Tsang, director of the China Institute at the School of Oriental and African Studies (SOAS), University of London, also said, “China is now asking countries that are lucky enough to host pandas to be friendly to China. If they don’t do enough, the pandas will be withdrawn.” He pointed out that the recall of pandas will be withdrawn. It can also be seen as part of Xi Jinping’s increasingly assertive foreign policy.

However, other factors may also be at play. Due to the successful conservation of pandas, the International Union for Conservation of Nature (IUCN) downgraded the threat level of pandas from “endangered” to “vulnerable” in 2016. Beijing’s incentive to cooperate with foreign zoos in conservation has also been weakened.
