Palestine receives 143 votes in favor for its full integration into the UN – 2024-05-11 17:41:53

The United Arab Emirates presented a resolution so that the member countries of the United Nations will accept or not this Friday to grant full membership to Palestine, including its accession as a Member State, which the General Assembly approved with 143 countries in favor25 nations abstained and nine voted against.

This decision is non-binding, although symbolic, it provoked reactions from officials in Israel and Palestine.

The General Assembly of the United Nations Organization this Friday granted more rights to Palestine for its participation in the affairs of the United Nations, without this State having yet been able to acquire the status of full member.

Despite the approval, the veto issued by the United States on April 18 during a session of the Security Councilwhich blocked the full admission of Palestine as a member state of the UN.

The Palestinian ambassador, Ryan Mansour, commented that this was “a vote in favor of the existence of Palestine (…) That is why the Israeli Government is so opposed. Because it is totally opposed to our independence and the two-state solution.”

While the Israeli Foreign Minister, Israel Katz, described this Friday as an “absurd decision” in favor of the full integration of Palestine.

“A prize for the Hamas terrorists,” he added.

The Israeli ambassador, for his part, maintained that the text grants rights and privileges to the future terrorist state of Hamas and took out a small paper shredder into which he put a copy of the UN letter accusing states of destroying it.

Likewise, the resolution includes a recommendation addressed to the Security Council to favorably reconsider the accession of Palestine, in accordance with Article 4 of the Charter of the United Nations and the opinion of the International Court of Justice (ICJ) in 1948.

The Minister of Foreign Affairs reported that Guatemala voted in favor of Palestine to join the UN as a full State.

He added that Foreign Minister Carlos Ramiro Martínez explained “that the country has always supported the creation of two States, as the 1947 resolution says.”

In the same way, he does not consider that Guatemala’s position could affect relations with Israel or the United States.

New rights changes for Palestine

The UN General Assembly has not granted Member Statehood to Palestine. For this to happen, the recommendation of the Security Council is required.

However, the resolution grants the State of Palestine:

  • Right to occupy a seat among the Member States in alphabetical order
  • Right to be included on the list of speakers for agenda items other than Palestinian and Middle East issues
  • Right to make statements on behalf of a group, including among representatives of major groups
  • Right to submit proposals and amendments and introduce them, including orally, also on behalf of a group
  • Right of members of the delegation of the State of Palestine to be elected members of the Plenary Bureau and the Main Committees of the General Assembly
  • Right to participate fully and effectively in United Nations conferences and in international conferences and meetings convened under the auspices of the General Assembly

Palestine is still considered an observer state, therefore, it does not have the right to vote in the General Assembly or to present its candidacy to UN bodies such as the Security Council or the Economic and Social Council.

The new rights will be effective from September of this year at the beginning of the 79th session of the General Assembly.

Votes against

Nine countries opposed the expansion of Palestinian rights at the UN:

Israel and its main ally, the United States, Argentina, the Czech Republic, Hungary, Micronesia, Nauru, Palau and Papua New Guinea.
