The Ministry of Economic Affairs released the “303 Power Outage Accident Review Report” yesterday (8th), which includes the Xingda Power Plant switch yard accident, investigation results, and reasoning, and put forward 5 improvement measures. Taipower held a board meeting yesterday to discuss the punishment case of Xingda Power Plant, and confirmed that the factory director Ou Wanlin was transferred to step down and replaced by Huang Jincheng, the director of Keelung Xiehe Power Plant. The handover ceremony was held at 3 pm today.
Ou Wanlin, 64 years old, has served in Taipower for more than 40 years. The first unit to report to work in Taipower was the Xingda Construction Office. On December 30, 2019, Yang Renhe, the director of Xingda Power Plant, retired at his age. Ou Wanlin, an old Taipower man, took over. Since the establishment of Xingda Power Plant from scratch, every plant and tree has a deep relationship with Ou Wanlin. He was originally confident in taking on the responsibility of removing the coal-fired units of Xingda Power Plant one after another. He was under the heavy burden of the gas unit renewal project, but he did not expect that the 303 power outage left him unfulfilled.
In the face of punishment, Ou Wanlin “has no grievances” with a normal attitude. He said that he will be able to retire at the age next year, and will do his best to the last day. The morale of his colleagues were all down, and he felt very unbearable. He said earnestly that Xingda Power Plant played the role of stable power supply in Taiwan. He hoped that after the review of the incident, the society would regain the trust and support of Taipower people and give Taipower people some encouragement. .
