A 29-year-old man has been arrested in Oregon following imprisoning a woman in a cell he made himself in his home.
Negasi Zuberi, who is accused of sexual assault, wrote detailed plans to carry out attacks on his victims, according to an affidavit.
The accused, a married man and father, was arrested in July following his victim was able to escape.
“According to the complaint, this woman was kidnapped, chained, sexually assaulted and locked in a cell,” Portland FBI agent Stephanie Shark said in a statement Wednesday. She was able to break free by kicking the door to the point where her hands were covered in blood, allowing her to break free of her chains.”
“Her quick thinking and will to survive may have saved other women from a similar nightmare,” she added.
A ploy
The police found notes that would explain the accused’s scheme. It said “Leave the phone at home” and “Make sure they don’t have a lot of people in their lives. You don’t want an investigation.
Another page showed a drawing with a note that read, “Dig a straight hole 100 feet”, and which appears to be the words “concrete block”, “rubber liner”, “foam insulation”.
Just before his July 15 arrest, Negasi Zuberi reportedly traveled from Klamath Falls to Seattle – a seven and a half hour drive – and sought the services of the victim, a sex worker. The man then allegedly posed as a police officer before handcuffing the woman with handcuffs and pointing a stun gun (Tase) at her, according to the FBI.
He would have sexually assaulted her, before placing her in the cell in his garage.
After falling asleep, she would have realized that she had to find a way to escape to avoid dying. When she escaped, the victim called for help from a passing motorist. She contacted the police. The latter arrested the 29-year-old man the next day in Nevada, in the parking lot of a Walmart.
Negasi Zuberi is charged with kidnapping and kidnapping with intent to engage in sexual activity.
The FBI suspects that he is linked to a dozen attacks in different American states during the last decade. He may have had victims in California, Washington, Colorado, Utah, Florida, New York, New Jersey, Alabama and Nevada, according to the FBI.
