This is one of the most anticipated surveys in the small world of telecoms. Arcep, the sector regulator, published this Thursday its work concerning the quality of service on mobile networks in mainland France. The institution’s teams traveled across France, carrying out “more than a million measurements” in large cities, medium-sized towns and the countryside.
Concerning download speeds (corresponding to the data download speed), three thresholds have been retained for this edition: that of 3 Mbit/s (suitable for Internet browsing), 8 Mbit/s (often required to play videos ), and 30 Mbit/s (preferred for online games or certain professional applications).

Overall, it is Orange which displays the best results. All residential areas combined, the historic operator displays a rate of measurement of speeds above 30 Mbit/s of 76%. Behind, Bouygues Telecom and SFR are closely held, with scores of 67% and 66% respectively. With its 58%, Free is, on the other hand, far behind.
Orange and Bouygues stand out in cities
The differences between operators are narrowing regarding flow measurement rates above 8 Mbit/s. Here, Orange remains the leader with 87%. It is followed by SFR (81%), then Bouygues Telecom and Free (both at 80%). The same goes, more or less, for the 3 Mbit/s threshold.
There are, however, significant disparities between the performances of operators depending on the territories considered. In large urban centers, for example, Orange and Bouygues Telecom are on an equal footing. Their throughput measurement rates above 30 Mbit/s are 91% and 90% respectively. They are far ahead of SFR (85%), and very, very far ahead of Free (71%).

In the countryside, still behind Orange, it is SFR which obtains better results than Bouygues Telecom. In rural areas, the rate of measurements of speeds above 8 Mbit/s for the operator in the red square is 65%, compared to 62% for Bouygues Telecom. With 74% and 67% respectively, Orange and Free are a notch ahead.
Mobile: Bouygues Telecom in turn increases its prices
Arcep also emphasizes that, overall, the quality of voice and SMS services is improving compared to last year. “The average call quality indicator is improving for all operators, and their performances are comparable”, specifies the regulator. Likewise, “all operators allow you to receive an SMS in less than ten seconds, with a high level of performance”continues the institution.
Connecting to TGVs remains difficult
On the transport routes, on the other hand, the situation remains mixed. If the quality of Internet service on the roads remains “high, with 92% of web pages displayed in less than ten seconds”, it is not the same on the railway lines. In TGV, Intercités and TER, this proportion drops to 70%. Arcep notes that “navigation is smoother” on the RER, the Transiliens and the metros.
To choose the best network depending on where you live, your place of work and your travel, Arcep recommends its site “My mobile network”. This allows users to locally compare the mobile coverage of operators throughout the country.
