Open enrollment for federally subsidized health insurance is underway on the state-based marketplace known as Kynect, allowing Kentuckians the opportunity to secure a health insurance plan until January 15, with coverage effective from February 1. For those looking to enroll in or modify their plans for coverage beginning January 1, the deadline is set for December 15, creating urgency for those seeking timely access to healthcare options.
Priscilla Easterling, who serves as the director of outreach and enrollment with Kentucky Voices for Health, strongly encourages residents to utilize the prescreening tool available at kynect.ky.gov. This tool not only reveals the range of plans accessible to users but also checks their eligibility for premium tax credits, even if they previously deemed coverage unaffordable.
Easterling emphasized that thanks to the enhancements in premium tax credits introduced by the American Rescue Plan Act and the Inflation Reduction Act, many families and individuals can now access more affordable Marketplace plans. However, she warned that 2025 will mark the final year for these enhanced tax credits, prompting immediate action for those looking to benefit.
“It is the one time of year that you can really shop and look at all of the plans that are available on kynect.ky.gov and . . . evaluate what kind of healthcare coverage you might need for the next year,” she said, highlighting the importance of this critical enrollment period for evaluating healthcare needs based on personal circumstances.
Marketplace coverage remains available to individuals who lack health insurance through a job, Medicare, Medicaid, the Kentucky Children’s Health Insurance Program, or alternative sources, although certain exceptions apply. This coverage is essential for ensuring that the uninsured have access to necessary healthcare services.
All marketplace plans are rigorously certified to align with the standards set forth by the Patient Protection and Affordable Care Act. This includes provisions for covering pre-existing conditions, limiting cost-sharing, and ensuring coverage of the 10 essential benefits, which encompass emergency services, hospitalization, lab services, prescription drugs, and certain no-cost preventive services that are crucial for comprehensive healthcare access.
For 2025, the insurance carriers will remain unchanged, with most counties expected to offer at least two options. The insurance carriers are Anthem, Passport by Molina, Ambetter by WellCare, and CareSource. Kentucky Voices for Health (KVH) has developed a detailed coverage map for 2025, illustrating the carriers available in each county across the state. KVH also indicates that “Four out of five customers can find a plan for $10 or less per month with financial assistance,” emphasizing the affordability potential for many Kentuckians.
To enroll, residents of Kentucky are encouraged to visit kynect.ky.gov or call 855-459-6328 for assistance. They can also seek help in person at local Department for Community-Based Services offices, get support from Kynectors, or consult with licensed health insurance agents at no cost, ensuring that they have multiple avenues to find the right healthcare coverage.
Kynectors are supportive resources available in all 120 counties, dedicated to assisting individuals through the often complex enrollment process. They provide clarity on healthcare and insurance jargon and expertly guide prospective enrollees through their plan selection, ensuring that everyone has the opportunity to make informed decisions about their healthcare options.

**Interview with Priscilla Easterling, Director of Outreach and Enrollment with Kentucky Voices for Health**
**Editor:** Thank you for joining us today, Priscilla. Open enrollment is currently underway on Kynect, which is essential for many Kentuckians. Can you explain the significance of this enrollment window?
**Priscilla Easterling:** Absolutely! Open enrollment is a critical period for individuals and families to access affordable health insurance. This year, Kentuckians can enroll or modify their plans until January 15, with coverage starting February 1. If someone wants coverage specifically starting January 1, they need to enroll by December 15. This creates a pressing window for those looking to secure timely healthcare.
**Editor:** You mentioned the prescreening tool on kynect.ky.gov. How does it assist potential enrollees?
**Priscilla Easterling:** The prescreening tool is a fantastic resource. It allows users to view a range of plans and helps check eligibility for premium tax credits. Many people might think they can’t afford coverage, but due to recent enhancements to tax credits through the American Rescue Plan and the Inflation Reduction Act, more individuals and families can access Marketplace plans at lower costs.
**Editor:** It sounds like there’s a major opportunity here for Kentuckians. What should residents be particularly aware of regarding these enhanced tax credits?
**Priscilla Easterling:** Yes, it’s very important! The enhanced tax credits are set to end in 2025, so this is the time for people to take action. Many might not be aware that they could qualify for these benefits, which is why using the prescreening tool is so crucial. It’s all about evaluating your healthcare needs and finding the best plan for your situation.
**Editor:** What do you want to emphasize regarding who can obtain coverage through the Marketplace?
**Priscilla Easterling:** Marketplace coverage is available for individuals who don’t have health insurance through an employer, Medicare, Medicaid, or the Kentucky Children’s Health Insurance Program. That said, some exceptions do apply. Our goal is to ensure that everyone, especially the uninsured, can access necessary healthcare services.
**Editor:** Lastly, can you tell us about the certification standards for these marketplace plans?
**Priscilla Easterling:** Certainly! All Marketplace plans must meet standards set by the Patient Protection and Affordable Care Act. This means coverage includes pre-existing conditions, limits on out-of-pocket expenses, and the inclusion of the 10 essential benefits, which cover everything from hospital stays to preventive services. This is vital for comprehensive healthcare access.
**Editor:** Thank you, Priscilla, for sharing this important information. It sounds like this enrollment period is a unique opportunity for many Kentuckians to secure affordable health care.
**Priscilla Easterling:** Thank you for having me. I encourage everyone to explore their options and take action before the deadlines!
