At the end of the press conference closing the first week of debates, broadcast live on public service television, Gabon 1time and Gabon 24, the spokesperson for the dialogue, Mgr Jean Bernard Asséko Mvé, returned to respecting the operational calendar of these meetings. Calendar which sets next Thursday, April 18, for the end of work within the 12 commissions, before beginning the phase of sectoral plenaries for the drafting and validation of the reports of the 3 commissions, between April 21 and 23, 2024.
Held in two sequences, this press conference was moderated by the heads of the offices of two (2) of the four (4) sub-committees reporting to the Political Commission chaired by Professor Noël Bertrand Boudzanga.
The debates, sometimes in a high tone, mainly focused on the share of the 38,000 contributions collected by the Ministry of Restoration of Institutions from the active forces of the nation and irrigated, in order to nourish reflection, within the sub-committees “political regime and institutions” and “rights and freedoms”.
We will remember from the first panel – regime and political institutions – represented by Professor Télésphore Ondo (president of the sub-committee) and Gira Ontsagha (spokesperson) that the examination of the contributions received (around 500) mainly concerns the choice of a strong presidential regime, marked by a clarification of responsibilities in the management of the executive and the clear separation from the counter-powers, the legislature and the judiciary in particular.
It also appears that in an overwhelming majority, the Gabonese are in favor of the suppression of certain institutions considered unnecessary and costly, the establishment of mechanisms aimed at preventing fanciful and untimely revisions of the constitution, the tightening of eligibility criteria for the presidency of the republic, electoral transparency and the limitation of electoral mandates, etc.
The question relating to the duration of the transition and those relating to the eligibility of the transitional authorities, other than the president of the CTRI in the next presidential election, as well as the establishment of the truth and reconciliation commission were also widely discussed. by the various contributors, we learned.
Concerning the second panel – rights and freedoms – with speakers, Jean François Obiang (deputy general rapporteur 2 of the dialogue office), General Roger Bibaye Itandas (President of the subcommittee) and Elza Ritchuelle Boukandou (rapporteur), we note that nearly 1000 contributions are under examination.
All these contributions, underline the panelists, insist on the need for the establishment of an absolutely independent justice system, a guarantee of the rule of law and true democracy in Gabon.
In the two (2) sub-committees of the political commission in the hot seat, in front of accredited journalists on Saturday, the panelists did not mention decisions or recommendations already taken at the end of the first week of work of the inclusive national dialogue .
