Online registration and deregistration of cars, on the Government’s table: How many hectares of forest would be saved annually by eliminating papers

​The government wants to regulate the online registration and deregistration of cars on Wednesday through an Emergency Ordinance, a process that would reduce trips to several authorities, but also the amount of paper used: approximately 31 hectares of forest might be saved annually, by eliminating copies of the necessary documents in this process.

The government has on agenda for Wednesday’s meeting the draft emergency ordinance regulating the online registration and de-registration of motor vehicles, a process that now means traveling to several authorities and filling in dozens of forms and xerox copies.

How many forms and xerox copies are now required and the impact of eliminating these papers

The files requested by these authorities in the vehicle tax declaration procedure, as well as with a view to registration, currently mean 3 files containing regarding 10 forms to be filled in and over 20 copies of some documents.

The government also calculated the environmental impact:

  • “The adoption of the project might generate a positive impact on the environment by reducing the number of trips between authorities and the road traffic associated with these operations, reducing the volume of paper used in the process (approx. 31 hectares of forest might be saved annually, by eliminating copies of documents necessary in the process) but also by simplifying the interaction between public authorities.”, it is shown in the explanatory note.

Registration can take over 30 days

The statistical data of the General Directorate of Driving Permits and Registrations from the MAI show that last year 1,455,388 registration certificates were issued (excluding documents issued as duplicates of damaged, lost or stolen certificates), and 167,847 cancellation operations were carried out .

  • “This means that, annually, in approximately 1.6 million situations, applicants for these operations have to travel between several authorities, such as the registration authority, the local fiscal body, and, as the case may be, the territorial fiscal body of ANAF.
  • Currently, the performance of all operations related to the field of vehicle registration requires deadlines that can exceed 30 days, by successive submission to several authorities, deadlines that might be significantly reduced by establishing simplified data transmission flows between the institutions involved.”, it is specified in the explanatory note.

The permit department of the MAI will develop an IT platform

In order to solve these problems, the project stipulates that the General Directorate of Driving Licenses and Registrations of the MAI will develop an IT platform, which will interconnect with other IT systems of other authorities for data exchange.

The IT platform will allow citizens to conclude online the transferable legal documents of vehicle ownership, to declare to the competent fiscal body the acquisition/disposal of vehicles, as well as their registration/removal from circulation.

The normative act does not provide when this platform will appear, but the Minister of Digitalization, Sebastian Burduja, announced last month that “MAI will develop this platform in 6-12 monthswhich will allow the online registration and deletion of vehicles, in the first phase for those vehicles already registered in Romania”.

How to obtain the access data in the IT platform of MAI

In order to be able to use this IT platform, the GEO draft stipulates that the applicants must present themselves at the authorized community public services in order to establish their identity and grant access credentials (no data such as user and password).

Subsequently, the beneficiaries authenticated in the IT platform of the MAI will be able to enter a minimum set of data necessary to identify the vehicle and, as the case may be, any documents in electronic form necessary for the registration operations, transcription of the transfer of ownership of a vehicle, issuance of a new registration certificate, deletion from circulation, as well as tax declaration or deletion from tax records (ownership transfer documents concluded outside the platform, proof of vehicle theft declaration, certificate of destruction, etc.).

The data entered in the platform will be analyzed by workers from the competent registration authority, in order to approve the execution of the requested operation.

After completing the registration/deletion formalities, the information required for the declaration/deletion in/from the records of the competent fiscal body (acquisition alienation document, applicant identification data, vehicle identification data, its technical characteristics as well as the date of the operation) will be automatically transmitted to him, through the interconnection with the own IT system of the Ministry of Finance/ANAF, called PatrimVen, using electronically signed PDF 6 files with xml attached.
