According to RTHK, Secretary for the Environment and Ecology Bureau Tse Chin-wan said that the “one-for-one” program has been very effective. Without increasing the overall number of private cars, the proportion of electric private cars has increased significantly. From the start of the program to November last year, regarding 60,700 old private cars were destroyed using the “one-for-one” program and replaced by new electric private cars, accounting for regarding 97% of the total number of new electric private cars. According to reports from RTHK, the number of electric private car registrations increased by more than 6 times during the same period, but the overall number of registered private license plates only increased by 7%, indicating that the plan will not significantly increase the overall number of private cars.

Xie Zhanhuan said that the government hopes to achieve the target of 200,000 electric vehicle charging parking spaces proposed in the “Policy Address” by mid-2027. In addition, it was stated that the government has no plans to install charging facilities in public metered parking spaces for the time being, because power supply and space will be a problem, and there is a possibility of affecting nearby traffic.

Xie Zhanhuan said that a bill will be submitted this year, and a “producer responsibility plan” will be implemented in phases for five categories of products starting from 2025, which will allow stakeholders to share the recovery, recycling, processing and disposal of retired electric vehicle batteries. The Environmental Protection Department is currently inviting tenders for a piece of land in the Environmental Protection Park to provide recycling facilities for retired electric vehicle batteries. The tender deadline was last November and the authorities are currently reviewing the tenders.
