The press conference marking the end of the working day on Tuesday once once more highlighted two (2) of the four (4) sub-committees of the Political Commission. At the end of this exercise, the spokesperson for the dialogue, Mgr Jean Bernard Asséko Mvé, asked for the patience of the men and women of the press and media, anxious to have access to the first recommendations resulting from the debates within the sub-regional commissions. These conclusions would be in the process of being adopted and cannot be made public until they are definitively validated, argued the man of God.

For trends, the office of the subcommittee “ Reforms and organization of the State »chaired by Maître Lubin Ntoutoume, who constituted the first panel, informs that the debates here concern nearly 1700 contributions made by Gabonese people from here and elsewhere, via the Ministry of Restoration of Institutions.

These contributions are mainly focused around two (2) main themes, relating on the one hand to the functioning of the administration and on the other hand, to the relationships between this administration and local communities, we learned.

On the first aspect, the majority of contributors point out, among other dysfunctions, administrative delays, absenteeism, the politicization of administration and recruitment, the mismatch between profiles and jobs held, as well as various factors of demotivation of state agents, etc.

In the second case, the non-application of the relevant provisions of decentralization is strongly deplored, despite the impeccable quality of its organic law and the damaging concentration of powers at the level of the central administration.

The recommendations largely relate, depending on the two cases, to the establishment and strengthening of reporting mechanisms for agents, the digitalization and depoliticization of the administration; as well as the application of the law on decentralization for better and diligent consideration of legitimate concerns expressed within communities and local authorities.

For the second panel hosted by the subcommittee “Rights and freedoms”the discussions mainly focused on the contributions and suggestions made to the observation of a plethora of churches of various obediences, the nuisances and abuses associated with it, as well as the need for a marked separation between religious confessions. and the State.

The work in committees and subcommittees ends on Thursday April 18 and the general report of the inclusive national dialogue, scheduled to be submitted to the president of the transition, on April 30, 2024, during the closing ceremony, must be examined and adopted in plenary, between April 25 and 27, according to the operational calendar of the meetings, made public by the DNI office.
