The Minister of Energy Sebastian Burduja announced on Monday that a new cogeneration plant, CET Titan, will be built in Bucharest, being “the first major investment in the last 15 years for the production of heating agent” in the Capital. The minister talks regarding investments for the citizens of Bucharest in the context where political sources say that he would be interested in a candidacy for the capital’s general mayor’s office, in next year’s elections. Moreover, with this announcement, Burduja found the opportunity to criticize the current general mayor, Nicușor Dan.

“CET Titan is the first major investment following 15 years, and for the citizens of Bucharest in Titan and Pantelimon it will mean a cheaper and more modern public heating service”, according to a press release from the Ministry of Energy.
For now, the investment is only at the stage of authorizing the demolition works
Titan Power SA is the company responsible for the implementation of the “High efficiency cogeneration heating plant” project on the CET Titan Bucharest site, with an installed capacity of up to 50 MWe.
The Ministry of Energy claims that this plant will be equipped with five engine-generator groups, which will use both methane gas and hydrogen mixtures, thus offering the most modern and automated solution for the heating system in the Capital.
The Ministry of Energy also says that for the “High-efficiency cogeneration heating power plant” project, the stages have already been completed: Feasibility Study, Connection Study to RED, obtaining all approvals according to the Urban Planning Certificate (CU), including the Technical Connection Agreement (ATR) to connect to the network.

“It is the first major investment in the last 15 years for the production of heating agent in Bucharest. Next year it will be 10 years since the former CET in Titan was scrapped,” said Burduja.
He did not miss the opportunity to criticize Nicușor Dan.
“Through what we do at Titan Power and Elcen, companies in the portfolio of the Ministry of Energy, we prioritize the comfort of Bucharest residents, at the level of a European Capital from 2023. However, it is not enough, and the effects will be felt especially when the General City Hall really rehabilitates the pipe system through which the heating agent actually reaches the homes of Bucharest residents. We still have huge losses in the system, over 1500 tons of hot water every hour, which means high maintenance costs for the citizens of the Capital. Unfortunately, only 2 km of the network were rehabilitated with European funds in the last three years — a big disappointment,” said Nicușor Dan.
He mentioned that ELCEN is also working on other projects, including the use of geothermal energy for Bucharest’s district heating system. “If Oradea managed to do this, we must succeed too, with all the resources at our disposal,” Burduja said.
Immediately following obtaining the last necessary documents (Dissolution Authorization / Construction Authorization), which will be completed in 2024, we will proceed to the stage of purchasing the works, procurement of equipment, building, subsequently, to the qualification and obtaining the Completion Minutes (PIF) of the plant. These last stages are planned for the end of 2026, the Ministry of Energy claims.
