At the end of an unannounced visit this Wednesday, November 13, 2024 to the premises housing the Public Treasury in Libreville, the President of the Transition, General Brice Clotaire Oligui Nguema, warned the officials of this public financial administration who would confiscate the annual budgets allocated to each Ministry.
“We are heading towards the end of the year, many administrations have not received their budgets, including the military here present. Because you sit on it, because we want to make budgets at the end of the year, I say be careful with this business of budget queues”, to prevent M. Olive.
In the video that went viral on social networks, the address of the Gabonese number one was directed towards the officials of the General Directorate of Public Accounting and Treasury (DGCPT) present. The head of this entity of the Ministry of the Budget, Luther Steeven Abouna Yangui, followed the Head of State’s warning with great attention.
For General Brice Clotaire Oligui Nguema, we must “pay the administrations, make the ministries function, what has been made available must be paid”.
“Your diplomats are suffering abroad, you don’t send the money because we want to queue up budgets”he was indignant.
Visibly upset, the General-President made it known that the retrograde behavior of financial officials must no longer be allowed to be cited in a period of transition which wants to continue to navigate healthy governance.
“You put the money with the suppliers and then you get the money back, these are the methods of the year”he castigated before warning that the civil servants who are caught will be dismissed from their jobs or dismissed from the civil service, at the end of the audits which will be triggered.

**Interview with General Brice Clotaire Oligui Nguema: President of the Transition in Gabon**
**Editor:** Thank you for joining us today, General Nguema. Recently, you conducted an unannounced visit to the Public Treasury in Libreville. What motivated this visit?
**General Nguema:** Thank you for having me. I wanted to personally observe the state of financial management, especially as we approach the end of the fiscal year. It’s crucial for us to ensure that budgets are being allocated appropriately and that there are no undue delays that could harm our government operations.
**Editor:** During your visit, you issued a strong warning regarding the confiscation of annual budgets by officials. Can you elaborate on this issue?
**General Nguema:** Certainly. It has come to my attention that some ministries, including crucial ones like the military, have not received their allocated budgets due to bureaucratic hold-ups. This situation is unacceptable, and I made it clear that officials must not obstruct the necessary flow of resources. We need accountability in managing public finances, and I will not tolerate any practices that hinder our administration’s effectiveness.
**Editor:** You mentioned the concept of “budget queues.” Could you explain what that means?
**General Nguema:** Yes, ‘budget queues’ refer to the delays and practices where funds are intentionally held up, creating a backlog. This can undermine planned activities and essential services provided by various ministries. My message was a warning to those who are part of this system: such practices will have consequences.
**Editor:** Your remarks have gained attention on social media. How do you plan to ensure that your directives are followed?
**General Nguema:** It’s important that we foster a culture of transparency and efficiency in our public administration. We will be implementing regular audits and assessments to monitor the release and use of budgets. Accountability must be prioritized, and anyone found obstructing this process will face sanctions.
**Editor:** Thank you, General Nguema, for shedding light on these critical issues. We appreciate your time and dedication to improving Gabon’s fiscal management.
**General Nguema:** Thank you for the opportunity to discuss these important matters. Together, we can work towards a more transparent and effective government.
