OFNAC 2022 Report: Recommendations to Fight Corruption in Senegal

The National Office for the Fight against Fraud and Corruption (OFNAC) in its 2022 report made recommendations to the State of Senegal to fight fiercely against corruption.

This in application of article 3 of law no. 2012-30 of December 28, 2012 establishing its creation, OFNAC proposes: the strengthening of the powers and prerogatives of OFNAC through the adoption of the bill amending Law No. 2012-30 of December 28, 2012 establishing its creation, finalized in June 2022; strengthening the asset declaration system through the adoption of the bill amending Law No. 2014-14 of April 2, 2014 relating to asset declaration, finalized in June 2022.

However, other recommendations are made, these are those made during awareness and prevention activities. It recommended that the government examine the possibility of: establishing corruption as an international crime in the same way as the hard core of classic international crimes (war crimes, crimes of aggression, crimes against humanity and genocide); to extend the limitation period in this area to a period of 07 years to fight against impunity; to adopt a law on the transparency of political party financing; to finalize and adopt the draft law on access to information.

These recommendations were made after a long maturation, the National Anti-Corruption Strategy document 2020-2024 (SNLCC 2020-2024) was adopted during the Council of Ministers on Wednesday September 16, 2020 and launched officially by the Head of State, on September 17, 2021. Throughout the design phase of the said document, the stakeholders committed to contributing, each in the area that concerns them, to the realization of the action plan, a once adopted. As a reminder, the SNLCC is based on a vision which postulates “the eradication of corruption in Senegal with a view to sustainable and inclusive development”. To do this, it has set itself the objective of “Fighting corruption to contribute to the sustainable and inclusive development of Senegal.”
