According to the website of the International Wind Energy Council (GWEC), the promotion of offshore wind power in various countries has been seriously affected by the epidemic since 2019, including the United Kingdom, Germany, China, Spain, Italy and related European countries. In addition, due to external changes such as the Russia-Ukraine war, Despite the impact, China’s wind farms are still working hard to complete the project.

The Ministry of Economic Affairs emphasized that in addition to international factors, under Taiwan’s limited construction climate window, there is only a construction period of 6-7 months per year. The Ministry of Economic Affairs also provides a one-year grid connection buffer period for potential site operators in the administrative contract.

The Energy Administration stated that there will be multiple typhoons hitting the typhoon in 2023, which will affect the progress of wind farm construction. However, the work team continues to be on standby for implementation and pays close attention to the climate interval construction. By the end of last year, a total of 283 wind turbines have been installed, and the cumulative installation volume has reached 2.25GW, reaching the original 2023 offshore wind power installation target of 2.03 to 2.43GW.

The Ministry of Economic Affairs explains that offshore wind power is an important green energy promotion project for the government to achieve energy transformation. The Energy Department and various wind farm developers have formed a task force to track the progress of the project every month and cooperate with various administrative agencies to help eliminate relevant obstacles. The public and private sectors will work together to achieve the target of installing 314 to 374 wind turbines in 2024, with a cumulative installation capacity of 2.56 to 3.04GW. The Ministry of Economic Affairs added that 5 wind farms will be completed this year, and a total of 9 wind farms including Ocean, Taipower Phase 1, Hainan, Yuneng, Greater Changhua Southeast, Southwest, Zhongneng, Changfang, and West Island have been commercialized.
