Officials announce the start of protests over changes to the Internal Service statute

Officials say that the proposed changes, which simply equate officials and their guarantees with civil servants, destroy the trust of the civil service community in the Government as an employer. Tomorrow, October 11, from 12 to 2 p.m. officials will protest to the Government, as well as to the Ministries of Finance, Justice and the Interior.

“Unfortunately, we have already become the ones who are quite accurately able to predict the negative impact of changes on the community of officers. Before the police reform, we said that it would end with a large shortage of officers, today there is an almost catastrophic shortage of officers. For many years, we talked about the need to strengthen border protection, but this was done only when it was necessary to defend against a hybrid attack from Belarus. Well, today, looking at the changes in the statute, we say that this will be the last blow to the officials. The officials received more than one knockdown from the government, we resisted, but now it could be a knockout”, – LTPF chairman Loreta Soščekienė sees a gloomy future.

In the letter to the Government, it is stated that the famous plan “1000” has not been implemented, ongoing reforms, inadequate workload only lead to an increasing shortage of officials and indisputable difficulties in ensuring the proper implementation of the functions assigned to statutory institutions. The proposed changes to the statute will only exacerbate the problems.

According to representatives of the officials, such proposals as canceling the bonus for the degree, reducing the bonus for seniority from a maximum of 30 percent. up to a maximum of 20 percent of the official salary. the size of the official salary, the drastic deterioration of the conditions for transferring an officer to another position in cases of official necessity, the deterioration of the conditions for reimbursement of accommodation and travel expenses and other proposals that worsen the legal position of officers and reduce social guarantees do not increase the attractiveness of the statutory service and completely demotivate those who have patiently continued their service for many years and have invaluable experience having officers.

The minimum official salary coefficients proposed at the level of the law are not equal to the minimum official salary coefficients established for Special Investigation Service officers or intelligence officers. The formal comparison of the provisions applied to officials cannot be optional – social guarantees are made uniform for all statutory officials, and the minimum coefficients are differentiated for officials, the minimum premium amounts are set for some by law, others are not set at all, etc.

According to the LTPF’s calculation, the funding for the implementation of the proposals is insufficient and the planned funds will allow a slight increase in the wages of only a small number of officials. About 55 million is needed to raise the wages of all officials. Eur. Thus, the reductions and losses proposed by the Project will not be compensated by higher wages, and the wages of the majority of officials will not change.

The inexplicable and unmotivated rush to revolutionize the labor compensation institute does not add confidence to the proposed changes and the quality of their implementation. It can be considered that both the draft statute and the draft guidelines for the remuneration system are inseparable pieces of legislation that must be considered together. By establishing mandatory obligations for every employer to publish the offered salary in the job advertisement, the state “hides” the guidelines that form the essence of officials’ salaries. Both the deadlines for coordinating the draft statute with the public and the remaining deadlines for the statutory institutions to prepare labor payment systems exceed the principles of reasonableness.

“We believe that dialogue and mutual discussions yield positive results, that it is possible to adjust the draft statute and find a compromise. However, the current disproportionate urgency and reluctance to improve the current situation in statutory institutions by real means led to the decision of the community of LTPF officials – we inform you that public protests by officials are planned calling on the Government not to approve the draft statute”, – the decision of the officials is presented by the LTPF chairman.
