ALGIERS – Minister of the Knowledge Economy, Startups and Micro-enterprises, Yacine El-Mahdi Oualid, chaired, Saturday in Algiers, the launching ceremony of the National Agency for Self-Employment (ANAE ), as well as its digital platform dedicated to obtaining the self-employed person’s card.

The role of the ANAE is to ensure an environment allowing people carrying out a liberal activity to work within a legal framework, and to benefit, consequently, from tax advantages and social security coverage.

During his opening speech at this ceremony organized at the Palace of Culture of Algiers, in the presence of several members of the government, Mr. Oualid welcomed the fact that the process of obtaining the auto card -entrepreneur is “100% digital”, thanks to the launch of a platform which offers “a very good user experience”.

Several departments contributed to the self-entrepreneur status project, notably that of Labor, Employment and Social Security having “supported this project from the start”, affirmed Mr. Oualid, highlighting social coverage from which the holder of this status will benefit (Chifa card and retirement contributions).

It will specify, in this respect, that the self-employed person will be subject “to the lowest contribution, corresponding to an income equivalent to the guaranteed national minimum wage (SNMG)”, while being able “to accumulate contributions, which either with the National Social Security Fund for Non-Employees (CASNOS), or the National Social Security Fund for Salaried Workers (CNAS).”

The minister will also cite the contribution of the Ministry of Post and Telecommunications, in particular through the delivery of cards to holders.

For its part, the Tax Department participated in the realization of this project, by assigning a tax identification number (NIF), “automatically” during the registration process on the ANAE platform (www.anae. dz), he added, also noting the contribution of the Ministry of the Interior, Local Authorities and Regional Planning to this project “by simplifying the authentication of the identity of candidates during the course stages of registration on the platform”.

Among the advantages of this status: the possibility of domiciling your activity “at home or in a co-working space”, as well as a “preferential” tax regime, being subject to the single flat-rate tax regime (IFU) with a rate of 0.5% of turnover (CA), as provided for in the 2024 finance law, “on condition of not exceeding 5 million dinars in turnover during three consecutive financial years”.

Contribution to financial inclusion

Mr. Oualid highlighted “the success” of this status in different countries around the world and its contribution “to encouraging a spirit of initiative”, but also its role in “financial inclusion within the framework of the exercise liberal activities within a legal framework.

The holder of this status, “is eligible for all financing formulas, including Islamic finance”, declared the minister in response to a question from the media, while specifying that no diploma or training is required from candidates for this status. Status.

Mr. Oualid also did not fail to congratulate and thank the executives of the information systems department (DSI) of his department who developed this platform “in record time”, he said. keen to emphasize.

This event was punctuated by the presentation of the first three self-employed cards to their holders by ministers present, but also a trophy to the communications agency which produced the spot promoting this status.

Note that the ANAE platform has listed more than 1,300 activity codes, spread over seven areas, namely Consulting, expertise and training, Digital Services and related activities, Home Services, Home Services, the person, Leisure and recreation services, Business services, as well as cultural, communication and audiovisual services.
