OAS denounces Cuba’s participation in crimes against humanity in Venezuela

OAS Secretary General Luis Almagro presented a report prepared by the CASLA Institute for the International Criminal Court (ICC) showing the complicity of the Cuban government in human rights violations committed by the administration of Nicolás Maduro.

According to a publication of InfobaeAlmagro said that “CASLA’s contributions are relevant to us and their systematization is very important. Until now they have had zero margin of error in their complaints, since they have never been refuted even remotely by the regime (of Venezuela) or by its lawyers before the International Criminal Court. The important thing here is that there is memory, truth and justice.”

The report, 79 pages long and with four chapters, is titled “Venezuela: The Establishment of a Government of Terror and Generalized Systematic Persecution with Impunity of Power and the Interference of the Cuban Government.”

The document, in its Chapter I, shows a “general context of repression in Venezuela”, where it denounces that the Maduro administration “has gone through different moments of social unrest and intense persecution and widespread systematic repression once morest civilians and military personnel, with the addition of dozens of new detainees, including political leaders, trade unionists, directors and members of NGOs, social media influencers, and relatives of persecuted persons.”

The report also mentions the political decision of the Maduro government to corner the opposition in order to avoid an electoral defeat in the July elections. “The persecution was launched once morest María Corina Machado and the Vente Venezuela Party, the candidate who won the primaries held on October 23, 2023, with 92.5% of the votes.”

In Chapters II and III, we look at the evidence that proves the systematic violations of human rights committed by Maduro’s repressive apparatus and Miguel Díaz Canel’s intelligence services.

Chapter IV denounces the participation of Cuban regime officials in the preparation and execution of crimes once morest humanity ordered by Maduro and his cabinet.

The complaint was filed in three parts. The first “compiled the background of the Cuban government’s interference in Venezuela and the penetration and imposition of the Castro-communist ideological model in all public institutions, security and intelligence agencies, and the National Armed Forces, through testimonies from frontline witnesses, Cubans and Venezuelans, who contributed their experience and knowledge of the regime that has ruled Venezuela for 25 years,” states the dossier from the Casla Institute.

In part 2, they add the testimonies of military personnel and civilians who worked, were trained or were in contact with members of Cuban intelligence.

Finally, Part 3 includes testimonies from victims of illegal detentions, and cases of forced disappearance, torture and sexual violence carried out by Cuban and Venezuelan officials.
