Each start of the month rhymes with changes in the daily lives of the French. Gas prices, winter break, snow tires… Here’s everything that’s changing this November 1, 2023.
winter break begins
November 1 marks the start of the traditional winter break which will continue until March 31, 2024. During this break, owners will not be able to evict their tenants. All procedures already in progress will also be suspended.
The site service-public.fr points out that there are, however, exceptions to this rule. For example, in the case of domestic violence, the violent spouse can be evicted from the home by court order despite the winter break.
Increase in gas prices
With the end of regulated gas sales prices on July 1, gas prices are likely to fluctuate. The Energy Regulatory Commission (CRE) publishes a benchmark gas sales price every month.
Thus, for the month of November 2023 the latter is a slight increase compared to the month of October. On November 1, the benchmark price for a kilowatt hour of gas will be 0.12077 euros.
This increase will not affect gas subscriptions for which the benchmark price set by the CRE remains identical to the month of October.
Obligation of snow tires in certain departments
Implemented three years ago, the snow tire obligation in certain French departments will come into force once more on November 1, 2023 and until March 31, 2024.
Municipalities in 34 metropolitan departments are affected by this obligation to equip vehicles with snow tires. The latter are mainly found in regions with mountainous massifs.
Implementation of amicable settlement in civil disputes
One of the measures of the action plan for Justice of July 29, 2023 will come into force on November 1. This is the possibility for a judge to help individuals settle a civil dispute amicably.
If an agreement is reached it can then be noted by the judge and the clerk of this amicable hearing.
Revaluation of supplementary pensions
As of November 1, 2023, 13 million French retirees will see their supplementary pension increased.
Thus, the supplementary pensions of former private sector employees will be increased by 4.9%. A revaluation indexed to inflation which affects the country.
The price of general practitioner consultations on the rise
From November 1, 2023, the price of consultations with general practitioners and specialist doctors agreed with Health Insurance will increase.
Thus, a general practitioner consultation will cost 26.50 euros, an increase of 1.50 euros compared to the current price.
For specialists the planned increases are different. For sector 1 specialists, the cost of the consultation will increase from 30 euros to 31.50 euros. For those in sector 2, excluding excess fees, the consultation will remain at 23 euros.
The coverage remains unchanged, Social Security will reimburse 70% and mutual insurance the remaining 30%.
