Notification of Grievances Against Anti-Competitive Practices in the Moroccan Oil Refinery Market

So aAfter having read and discussed the press release from the General Rapporteur of the Competition Council, dated Thursday August 3, 2023, relating to the notification of grievances related to anti-competitive practices to the Groupement des Pétroliers au Maroc and to nine companies operating in national markets the supply, storage and distribution of petrol and diesel,he Executive Office of the National Front for the Safeguarding of the Moroccan Oil Refinery informs the public of the following in a press release:

♦He considers that the press release from the general rapporteur does not bring anything new to the file and does not indicate precisely the exact nature and degree of seriousness of the offenses identified, but only confirms the grievances previously revealed under the former Council , which have become well-known conclusions to all those interested in the subject and to the Moroccan people in general. These conclusions have been revealed by numerous reports, which lead to a consensus on the existence of monopolistic practices and the neutralization of competition in the hydrocarbons market in Morocco following the liberalization of prices at the end of 2015.

♦ It is clearly demonstrated that the referral of the file to the investigation services (press release of June 2, 2023) was in no way justified by the amendments made to the legislative framework, but only a waste of time and an opportunity for the cartel of the sector to seize more opportunities to make illegitimate profits.

♦ It confirms the need to change the members of the Council before starting the deliberations and to rule definitively on the grievances, whether it is a conviction or an acquittal of the persons involved, and warns once morest any attack on the credibility and independence of the Competition Council in this case eagerly awaited by Moroccans, because of its direct link with conflicts of interest, confusion between power and business, as well as the damage caused the purchasing power of Moroccans and the competitiveness of companies in Morocco.
