Notice of open tender (Orange Guinea Foundation)

The Orange Guinea Foundation has signed a partnership with the GIZ to implement a program called Orange Digital Center (ODC) which relies on digital technology to provide training for young people, support and encourage their employability and, finally, contribute to acceleration of start-ups.

Deployed in 17 countries including Guinea, Orange Digital Center is the common desire of GIZ and the Orange group to serve the human development of young people in Africa and the Middle East.

Finally, in the same logic as the ODCs, ODC Clubs will be opened in the partner universities.

  1. This invitation to tender intends to respond to the need relating to the recruitment of a company to the layout of the room reserved for the ODC Club in the University of Hafia (Labé) and this, according to the requirements listed below
  1. The tender is open to all eligible candidates. They will need to complete the submission letter and a confidentiality agreement. Candidates must submit separate files:
  1. Administrative
  2. Technical and
  3. Financier
  1. Candidates must be legal entities with the following administrative documents:
  1. Presentation of the agency (Statutes; internal regulations (if available); extract from the commercial register; tax identification; tax declaration)
  2. The average turnover certifies for the last 3 years
  3. Funding capacity
  4. The service provider’s letter of commitment

Detailed description of the consultation

This consultation will have for object the choice of a company for the execution of works on a surface frame length of 210.04 m2 with a clearance of 12.85 m2, in accordance to the DQE and the execution plans which can be downloaded via the following link:

Article 1: Description of the site

The space reserved for the ODC club is composed of:

  1. A big room,
  2. A release,
  3. A common hallway and
  4. A toilet block
  5. Power supply:

The system is powered by EDG and/or a generator which supplies the current to the General Low Voltage Panel (TGBT) located at a location chosen by the service provider and validated by the Project Owner.

Work to be done

The works to be carried out by the Contractor are grouped into lots, designated below:

  1. Lot 0: Preparatory work (Installation and setbacks of the site)
  2. Lot 1: Demolition work – stripping and evacuation
  3. Lot 2: Structural work – Finishing
  4. Lot 3: Floor covering
  5. Lot 4: Ceiling
  6. Lot 5: Alu-glazed carpentry
  7. Batch 6: Painting
  8. Lot 7: Green Space
  9. Lot 8: Electricity

Article 2: Expected deliverables

Candidates will present their offers as follows:

  1. a) A financial offer consisting of:

Quoted bill of quantities

  1. A letter of submission;
  2. Unit price schedule
  3. b) A Technical offer composed of:
  4. Administrative and tax documents (RCCM, tax discharge, certificate of non-bankruptcy, certificate of non-legal proceedings)
  5. Methodology of work
  6. A work execution schedule
  7. From the list of proposed personnel and,
  8. The CVs and diplomas of the executive staff designated for the coordination and monitoring of the execution of the works.
  9. A certificate of visit to the site signed by ORANGE GUINEA et the authority of the Institute.
  10. The company’s pre-financing capacity relating to the performance of this contract.
  11. b) Modification of the consultation file:

The Project Owner reserves the right to make during the consultation and until no later than 5 calendar days before the deadline set for the submission of tenders, additions or adjustments to the consultation file.

The candidates will then have to answer on the basis of the modified file without any complaint on this subject.

If, during the preparation of the offers by the candidates, the deadline fixed for the submission of the offers is postponed, the previous provision will be applicable according to this new date.

  1. c) general and provisional schedule of the operation

Each candidate is asked to go to the site by their own means and at their own expense to participate in the site visit session that will be carried out on 05 /04/ 2023 during the day under the guidance of the engineer appointed by ORANGE GUINEA on behalf of FOG.

Article 4: Content of the submission file

The submission file must be sent to the Orange Guinea Foundation.

  1. Administrative file
  2. Presentation of the agency
  3. Statutes and rules of procedure (if available)
  4. Average turnover certified over 3 years
  5. Administrative and regulatory documents relating to training: approval and/or administrative authorization
  6. References of at least 3 years in the field of training
  7. RCCM / Identification fiscale
  8. Last tax return
  9. The service provider’s letter of commitment

b- Technical file

Suppliers must submit the following documents as part of their technical offer:

  1. References related to the specific objective of this mission during the last 3 years,
  2. A working methodology for carrying out the mission,

c – Financial Offer

The financial offer must be in (HT) with the following details:

  1. A lump sum covering all the activities provided for in these ToR
  2. The man-day rate of the various experts according to the level of expertise and the categories of the latter.

Article 4: Evaluation of offers

Tenders will be evaluated on their technical compliance, their price and the references of the tenderers, in accordance with the clauses on the evaluation of tenders in force at Orange Guinea.

This evaluation will be done according to the following main criteria:

  1. Technical Compliance (work methodology, work execution schedule, material resources of the company to be used for the project, CVs and diplomas of the executive staff designated for the coordination and monitoring of the execution of the work)
  2. Price (detailed and compliance with DQE) and Payment Terms;
  3. References (List of references with certificates of successful completion, and send images of similar achievements made);

Article 5: General Conditions

The tenderers will remain committed by their offers 30 days following the deadline fixed for the submission of the offer.

Invoices will be made at the end of the training, on presentation of invoices made out to the attention of the Orange Guinea Foundation. They will be accompanied by supporting documents

The Project Owner reserves the right, at the end of the consultation, not to proceed with the operation or this consultation. It also reserves the right not to follow up on the winner if the latter is unable to prove that he is a service provider capable of carrying out the work in accordance with the plans and construction principles.

An evaluation of the training organization will be carried out periodically on the initiative of the Purchasing Department. The results of this evaluation will be shared with the service provider with a view to continuous improvement if necessary.
