Haapsalu City Government publishes an announcement on the basis of Section 91(2) of the Planning Act (PlanS).
The Haapsalu City Government announces that Haapsalu City Council’s decision No. 162 of 27.09.2024 established the general plan of the city of Haapsalu 2030+.
The preparation of the general plan 2030+ of the city of Haapsalu and the strategic assessment of the environmental impact (EIA) were initiated by the decision No. 86 of the Haapsalu City Council on 28.09.2018.
The general plan of the city of Haapsalu 2030+ was prepared for the entire city of Haapsalu as a municipality, nearly 272 km2 for a territory of 10+ years and is one of the basic documents for guiding the development of the city of Haapsalu. The general plan gives a spatial output to the strategic goals set in the development plan of the city of Haapsalu. The general plan defines future-oriented long-term spatial development goals and more precise conditions through which these goals will be implemented. The agreements and rules set in the general plan are the basis for the spatial decisions of the local government and the activities of residents, companies and other affected persons.
In order to realize the goals of spatial development, the general plan includes:
- conditions of use and construction of the designated planning area, including the conditions underlying the granting of design conditions;
- defined values and limitations, which are the starting point for the development of different areas or the preservation of values;
- designated land use management purposes;
- given guidelines for the development of transport and other technical infrastructure;
- solved other tasks of the general plan in order to create spatial prerequisites for the strategic development of the city.
In addition, a local protected area has been established in the Paralepa and Valgevälja recreational forests of the city of Haapsalu with the general plan. Also, in the general plan, a proposal has been made to the Environmental Board to reduce the construction ban zone on the coastal areas of the city of Haapsalu. The Environmental Board has decided to reduce or not reduce the construction ban zone by letter No. 7-13/23/14665-4 of 18.01.2024 and by letter No. 7-13/24/9671 of 07.05.2024. A proposal has also been made in the general plan to specify the county plan in terms of the green network, valuable landscapes and valuable agricultural lands. The Ministry of Regional Affairs and Agriculture has confirmed with letter No. 14-3/2576-3 of 29.08.2024 that the clarifications do not change the basic solution of the Lääne County Plan, and with the same letter the Minister of Economy and Industry has given approval for the establishment of the general plan of the city of Haapsalu 2030+.
The general plan of the city of Haapsalu 2030+ was prepared taking into account the relevant legislation, plans, strategies, development plans, studies, assessments, etc. documents. The development of the master plan solution was based on the starting points of the master plan, the reasoned proposals and opinions of institutions and individuals, the deliberation decisions of the officials and planners of the master plan working group (Haapsalu City Government and Skepast&Puhkim OÜ) and the planning and communal committee of the Haapsalu City Government and City Council.
For the solution of the Haapsalu city master plan 2030+, a report on the strategic environmental impact assessment (KSH) of the Haapsalu city master plan was drawn up by Skepast&Puhkim OÜ’s working group of environmental impact assessors. The KSH report assesses the impact of the land uses, construction conditions and restrictions planned in the plan on NATURA areas, and gives an assessment of the environmental impact of the activities planned in the general plan. In order to avoid a significant adverse environmental impact, measures were planned in the KSH report, which have been taken into account in developing the principles of land use and construction conditions, etc., in the general plan. The KSH report is an appendix to the general plan.

With the establishment of the Haapsalu city general plan 2030+, the previously valid general plans of Haapsalu city and Ridala municipality will become invalid in the planned territory (before the merger of local governments in 2017 – Haapsalu city and Ridala municipality).
