Not necessarily from Zurich in the Federal Council, says Blocher

The Vaud Council of State has adopted and will submit to the Grand Council two urgent draft decrees related to the management of the risk of energy shortage. The consultation with economic and institutional actors has made it possible to refine these decrees, one of which aims to reduce the consumption of electricity for the lighting of non-residential buildings and that of commercial signs.

The government adopted these two urgent draft decrees on Monday after a week of consultation, it said in its weekly decisions on Thursday. Thanks to this, the two decrees are “objectively better”, Jean-Marc Sandoz, seconded to communication for the management of the shortage, told Keystone-ATS.

The first aims to reduce electricity consumption for the lighting of non-residential buildings and that of commercial signs and other light sources for this winter of 2022-2023. “The consultation, the results of which showed broad support in principle for this savings measure, made it possible to provide some clarifications in the application of the system, particularly in terms of the skills of the prefects”, writes the government.

Concretely, “it is the prefects and not the municipalities which will apply the sanctions if necessary on the non-respect of the rules appearing in the decree”, specifies Mr. Sandoz.

Hurry to Parliament

The second would provide the list of companies consuming more than 100,000 kWh/year of electricity or 1,000,000 kWh/year of gas. This legal provision would give the possibility to the State “to inform and support these companies directly concerned by any quota measures that could be imposed by the Confederation”. “It is therefore in no way a question of carrying out a police check”, wishes to underline Mr. Sandoz.

In response to remarks expressed during the consultation, the draft decree has also been “adapted to clarify the terms of collaboration between the canton and the managers of the distribution networks and to strengthen the guarantee of business secrecy, with in particular details on data management”, explains the spokesperson.

The Council of State has requested urgent processing from the Grand Council of these two draft decrees. They will be dealt with on Friday by the thematic committee on the environment and energy. Given the urgency of their application, it is proposed to Parliament to bring the two decrees into force without waiting for the end of the 60-day referendum period, the government further indicates.

The government then ideally expects a debate in Parliament just after the October school holidays.
