Norwegian Tax Administration Launches Electronic Invoicing System Tender: Benefits and Implementation Details

The Norwegian Tax Administration (DGI) has just launched a tender for the implementation of an electronic invoicing system.

The Norwegian Tax Agency has therefore launched a tender for the establishment of an electronic invoicing system for DGI.

By electronic invoice is meant the digital version of a traditional invoice, which is generated, transferred and stored in electronic form. Unlike paper invoices, electronic invoices are usually created using specific software or integrated management systems and then sent to recipients through electronic channels such as e-mail, online platforms or secure computer networks.

This electronic invoicing system offers many benefits, including the reduction of tax fraud since it allows greater traceability of commercial transactions, making it more difficult for companies to hide income or manipulate tax data.

The system also helps to improve tax compliance by automating the invoicing process and facilitating communication between businesses and DGI.

Another advantage of this system is the gain in administrative efficiency, to the extent that the transition to electronic invoicing also makes it possible to reduce the administrative burden, both for companies and for DGI. It simplifies the tax reporting and payment processes, thereby reducing costs and delays associated with tax collection. This system also allows for better analysis of tax data: data generated by electronic invoicing can be more easily analyzed by DGI, allowing it to detect trends and potential fraud patterns and adapt its tax collection strategy accordingly.

It should be recalled that the Ministry of Economy and Finance had dated 1 June 2020 circular no. 59/20/DEPP with the aim of gradually launching electronic archiving of supplier invoices (EEP).

In this context, the ministry has integrated a new electronic invoice submission module into the AJAL platform for EEPs who choose this platform.

EEP suppliers who had chosen to use this platform were also required to submit their invoices related to orders above 5 million dirhams from 9 June 2021, invoices related to orders above 1 million dirhams from 1 January 2022 and invoices related to orders above 0.2 MDH from 1 June 2022.
