Nighttime House Arrest Decreed for Luis Japaz, Former Advisor to Cathy Barriga

This Friday the night house arrest of Luis Japaz was decreedknown as “the right hand” and former advisor to the former mayor of Maipú, Cathy Barriga.

This was also the case with the measures of national roots and prohibition of communicating with others involved in the case.

The formalization was carried out before the Ninth Guarantee Court of Santiago, for the crime of fraud to the treasury for more than $30 billion.

Nighttime house arrest for Cathy Barriga’s “right hand”

During the formalization hearing, the High Complexity East prosecutor, Constanza Encina, explained that Japaz arrived from the Municipality of Renca, as chief of staff, but he called himself “general coordinator of the mayor’s office,” according to emails.

In the opinion of the pursuer, this charge was “invented.” Furthermore, the closeness between the official and the former mayor was “extreme and absolute.”

According to the prosecutor, witnesses said that to get to Barriga you had to go through Japaz, who also had an office inside the office of the former communal chief.

The pursuer stressed that between Japaz and Barriga there would be a “total, absolute and direct link.”

Within the formalization it was mentioned that the “right hand” of the former mayor earned $5,800,000 per month, higher than the salary of municipal directors and administrators.

Encina commented that Japaz gave purchasing instructions to specific suppliers, according to witnesses.

Likewise, the threats that the false journalist and former friend of Cathy Barriga, Andrea Monsalve, said that Japaz had told her, including the threat of running over her and her children, were also recounted.

Witnesses also said that the official was the one who gave the former mayor’s instructions and did not let the officials have contact with her.

“Everything happened through him”the witnesses stated, adding that Japaz “He was loyal to the former mayor” when he was informed of the irregularities.

It is worth mentioning that the Prosecutor’s Office requested preventive detention for him, due to danger to society and risk of flight. However, the judge decreed nighttime house arrest, national arraignment and a prohibition on communicating with others involved in the case.

The prosecutor also said that there are deposits in Luis Japaz’s accounts, but that he spoke with the person who was supposed to clarify this issue and did not declare to the Prosecutor’s Office, even erasing the conversation with Barriga’s “right hand man.”
