From news release

As a temporary response to the Noto Peninsula Earthquake, starting from 4 a.m. on January 12th, NHK will be broadcasting almost all general TV programs, including local and national news from Kanazawa Broadcasting Station, to BS Channel 3 (formerly Broadcast on BS Premium 103ch).

You can check the programs broadcast on BS channel 3 on NHK Kanazawa’s general TV program guide. However, in addition to some programs that cannot be broadcast due to rights issues, there are also cases where bilingual broadcasting, subtitled broadcasting, subchannel viewing when multi-programming is implemented on general TV, and linked data broadcasting may not be available.

In response to the situation where terrestrial broadcasting was not available in areas affected by the Noto Peninsula Earthquake due to disruption of infrastructure, NHK began using satellite waves from January 9th to broadcast general television’s Kanazawa Broadcasting Station. It broadcasts news, etc.

NHK said this temporary expansion was done in order to “deliver more information in response to requests from people in the disaster area to watch programs other than news.”
