NGO Access to Justice denounces delay in the entry into force of laws approved in Venezuela

Caracas, Jan 11 (EFE).- The Venezuelan NGO Acceso a la Justicia denounced this Wednesday that eight of the 21 laws approved by the National Assembly during 2022 have not yet been promulgated to enter into force definitivelydespite the fact that the Constitution establishes a period of 10 days to complete this process.

“None of the laws enacted between October and December 2022 have been published in the Official Gazette, despite the fact that the constitutional text in its article 214 gives the President of the Republic a period of ten days to promulgate the laws,” he said. the organization in a statement.

These eight unofficial laws represent 38% of those approved in the legislative period of last year, which have not complied with the “last and essential requirement”, so they cannot be considered valid or complied with by authorities and citizens.

The NGO highlighted that among the regulations that have not yet entered into force are the Budget Law for the Fiscal Year 2023 and the Special Law on Annual Indebtedness for the Economic-Financial Year 2023, both approved on December 15, without first being make public the item raised by the Executive.

“Both regulations are of great importance and impact for citizens, since they provide for the funds that the State will allocate to services such as education, health, security and the payment of pensions or retirements, as well as investments in infrastructures and public services,” underscored Access to Justice.

The National Assembly, with an overwhelming pro-government majority, ended the first two years of the legislative five-year period with 59 laws approved and another 39 projects pending.
