Regarding next year’s April 10 general election, Kim Dong-myeong, chairman of the Federation of Korean Trade Unions, said on the 13th, “We will take concrete actions to ensure that we (the party we support) are elected in Park Byeong-ui’s constituency.” As the Yoon Seok-yeol government’s policy of oppressing labor continues, it is interpreted that the Federation of Korean Trade Unions will actively support political parties that will share labor legislation tasks and pass labor legislation during next year’s general election. On this day, Chairman Kim held a press conference at the conference room of the Federation of Korean Trade Unions in Yeongdeungpo-gu, Seoul, and was asked, ‘If the government’s stance is the same as it is now, can it support a specific political party in next year’s general election?’ “I will decide,” he said, but added, “What I can say, however, is that in the past general elections, the policy of the Federation of Korean Trade Unions was to declare support for whom, but in the next general election, we will specify (the method of support).” Regarding specific plans for a de facto ‘general election election campaign’, Chairman Kim said, “For example, in the last general election or presidential election, we (supported) in very tight election areas such as the metropolitan area, Busan, and Gyeongnam, which were close races of less than 3% and around 3,000 votes. He explained, “I will take actions that can get the party elected.” There are many concerns in the labor world that the pile of labor legislative tasks ahead of next year’s general election may be discarded without even being submitted to the National Assembly’s standing committee. In particular, the Federation of Korean Trade Unions is promoting social solidarity legislation, such as △full application of the Labor Standards Act in workplaces with less than 5 employees, △legislation of equal pay for work of equal value, and △enactment of the Rights Guarantee Act for working people to guarantee universal labor rights. Chairman Kim said, “Political forces often took advantage of (the Federation of Korean Trade Unions) during elections and downplayed the influence of the Federation of Korean Trade Unions.” “I will prove that it exists,” he said. He added, “We will look into whether there is a violation of the election law and mobilize as much as possible to the extent permitted by law so that the Federation of Korean Trade Unions can exercise its decision-making power.” Regarding whether to return to the Presidential Economic, Social and Labor Committee, which completely suspended participation in June, Chairman Kim said, “It is impossible to resume the suspended social dialogue without respect for the interlocutors.” The possibility of the return of the Federation of Korean Trade Unions was predicted during Chairman Kim’s two meetings with Kim Moon-soo, Chairman of the Economic and Labor Committee, last July, but he drew a line on this. He mentioned the exclusion of the Federation of Korean Trade Unions from various government committees and Kim Joon-young, Secretary General of the Federation of Korean Metal Workers’ Unions, who was arrested after being excessively suppressed by the police. He said, “This is not a problem at the level of the Labor and Employment Commission,” and added, “If there is no change in the government’s attitude, the Federation of Korean Trade Unions will also take a position.” “There is no change,” he said. On this day, the Federation of Korean Trade Unions also announced organizational innovation plans, including transparency in labor union accounting. While the government is demanding disclosure of labor union accounting starting next month, it has come up with its own innovation plan. Ryu Ki-seop, Secretary-General of the Federation of Korean Trade Unions, said at a press conference, “Union accounting disclosure is not mandatory, but we did not do it because they were forced to do so, but we are not opposed to it.” The innovation plan includes the establishment of an audit committee including two external personnel, the integrated disclosure of the budget and settlement statements of the Federation of Korean Trade Unions and its affiliated member unions, and the establishment of accounting standards appropriate for the actual circumstances of the labor union.
