Those in charge of disbursing the blue authority cards were divided according to the numerical densities, as the targeted governorates were divided into three phases, including the first phase, which started from the beginning of this year and ended last March in 11 governorates: Suez – Ismailia – Port Said – North Sinai – South Sinai – Red Sea – Marsa Matrouh – New Valley – Luxor – Aswan” and the second phase started from January 2022 and ended at the end of April, and includes eight governorates: “Kafr El-Sheikh – Damietta – Menoufia – Qalyubia – Fayoum – Beni Suef – Minya – Qena”.
