Today (Saturday), the Ministry of Human Resources and Social Development announced the implementation of the decision to localize “postal activities and parcel transportation” in all regions of the Kingdom, starting today; This is following the end of the grace period specified for the decision to localize these activities.
In its first phase, the decision includes the localization of 14 postal activities by 100%, with the exception of the professions of a cleaner and a freight and unloading worker.
The decision aims to localize postal services and parcel transportation, and the functions it includes in providing delivery services via electronic platforms, parcel transportation (local and international), parcel transportation (local), express mail activities, mail and parcel transportation activities in the bag, receiving, receiving and transferring missions and postal parcels, and providing Mailroom management services.
It also targets the activities of providing processing and storage services for postal envoys and parcels and redistributing them, providing postal logistics services, the activities of private mail transport companies, the activities of private mail services and the delivery of transactions, in addition to the activities of regular and excellent mail, and other postal activities.
And the previously issued decision included the localization of the “executive heads” professions by 100%, and the “first-level positions of senior management by 60%, which will come into effect on 10/9/1444 AH, while in the second phase it includes the localization of the positions of the “second level of senior management.” At a rate of 70%, which will enter into force as of 3/16/1445 AH.
The Ministry pledged to provide a package of incentives and support related to supporting private sector establishments. To assist them in hiring Saudis, this includes support for the recruitment process and the search for suitable workers, in addition to the priority of benefiting from all the Emiratisation support programs available to the system, and the support and employment programs through the Human Resources Development Fund “Hadaf”.
The Ministry issued a guideline, explaining the details of the decision and the mechanism for its implementation, and stressed the need to adhere to the application of the provisions of the decision, in order to avoid statutory penalties.
