The Ministry of Human Resources and Social Development issued the procedural guide for the decision to localize the activity of consulting services, which the ministry announced yesterday (Tuesday), and intends to apply it to 35% of professions as of April 6 next year.
The Ministry indicated the establishments classified under the activity of consulting services to which the decision will be applied, as well as some information related to this decision. The following are the highlights of what the Ministry said in this regard:
The establishments to which the settlement decision will be applied
The number of advisory services activities that will be applied to its establishments by the Emiratisation decision amounted to regarding 61 activities, most notably computer consultancy activities, financial advisory activities, non-securities financial advisory activities, zakat and income tax advisory activities, labor advisory activities, and management advisory services Senior management, consulting activities in the field of sports, accounting consulting activities and developing policies and procedures.
Application of resolution in parallel with the scopes
The Ministry confirmed that the Emiratisation decision applies to the targeted professions, as well as the penalties stipulated by law regardless of the scope of the facility in Nitaqat, meaning that the scope of the facility in Nitaqat does not affect the calculation of the percentage of Emiratisation for the targeted professions, and the resolution is also applied to the actual work, and in the event of a different name For the professional for the actual work, the appropriate penalty shall be applied according to the penalty decision and the fines table.
She added that it is working to reduce the unemployment rate and contribute to providing suitable jobs for citizens through several initiatives that are launched, so it periodically reviews the required Emiratisation rates by counting the number of graduates and job seekers, and the capacity and capacity of the market to absorb, to ensure the participation of graduates in the labor market automatically.
Application of the decision to establishments and contracts
The ministry stated that the decision will apply to establishments and entities in the targeted professions, and contracts concluded by establishments that practice consulting services activity with government agencies, as well as to each contract independently, and it will also apply to new contracts concluded following the percentage enters into force and according to the first stage or The second, whose date is specified by the Ministry’s decision regarding Localization of consulting services activity professions.
