The law was introduced under the former leadership of Labor leader Jacinda Ardern late last year and imposed a smoking ban for everyone born following 2009. Tobacco should not be sold to them for life. This should prevent young people from being tempted to start smoking. A reduction in the nicotine content in cigarettes and a significantly smaller number of tobacco sales outlets were also anchored in the law.

Prime Minister Christopher Luxon justified his change of course by saying that he would use tax revenue from the tobacco industry to finance tax cuts. “We cannot allow our most vulnerable to pay the price of tax cuts,” but national Maori health organization Hapai te Hauora called for the move to be reconsidered.
