New tax on motorways will drive up toll prices, warns Vinci

The new tax will increase the price of tolls, warns the boss of Vinci Autoroutes, while Bruno Le Maire assured that this increase in taxation would “not be passed on to the user”.

“An increase in taxes is inevitably an increase in toll rates,” warned the president of Vinci Autoroutes, Pierre Coppey, on Wednesday after the government announced a new tax on motorways and large airports.

“Violation of the word of the State”

Increasing taxation “would not only be a violation of the State’s word” but also “a contradiction at a time when it is urgent to invest to decarbonize the road”, adds Vinci in a message sent to BFMTV.

Pierre Coppey specifies in particular that the increase in toll rates would be in accordance with “what is provided for in article 32 of the contract” which binds him to the State. In France, the share of taxes in tolls is already 40%, he emphasizes.

No repercussions “on the user”, promises Le Maire

This new tax announced on motorway concessions and large airports should bring in 600 million euros per year, according to the draft budget.

Bruno Le Maire had notably assured that this increase in taxation would “not be passed on to the user” thanks to the maintenance of “the definition of toll rates”. A non-effect on toll prices which the president of Vinci Autoroutes therefore seems to contradict.

During a press conference this Wednesday, the Minister of the Economy repeated that “motorway companies will not be authorized to pass on tax increases in toll rates”. “Toll rates are set by us,” added the Minister of Economy and Finance.

“The Council of State has authorized us to impose taxes on motorway concessions, on airports, that is to say on all long-distance infrastructures, which are the most polluting (…) this which will not prevent us from maintaining the definition of the price by the public authorities”, underlines Bruno Le Maire.
