“I will not go to the reception,” Santos told reporters on Thursday.

Biden is expected to soon begin the campaign for a second term in 2024, and will need congressional support to raise the debt ceiling and enact a new budget.

But in the Republican-backed House of Representatives, many Republicans have said they want to block government spending and investigate Mr. Biden’s family and his use of office.
