New Panamanian Government Norm on Transit Visa for Cuban Nationals

The Panamanian government has published a new norm where it informs about the transit visa for Cuban nationals.

Executive decree No. 104, dated June 28, 2023, seeks that the “State can continue to attend to the situation of Cubans who need to transit through Panama to Cuba, or to other countries.”

Also, of those who are permanent residents, have a visa stamped in their passports from “countries with high standards recognized by Panama, or are holders of entry visas to the country of final destination and, even, those who maintain a proven labor condition in the Destination country”.

In this way, the validity of Executive Decree No. 162 of December 19, 2022, which establishes the visa for Passengers or Crew in Transit as a requirement for citizens of Cuban nationality, who travel in transit, is extended until December 31, 2023. transit through the Republic of Panama.

Saying decreemodified by a later one of March 2023, eliminates the transit visa requirement for Cubans who:

They travel to Cuba. Have a valid tourist or residence visa from Panama. Have current residence or multiple visa previously used in the territory of the granting State, valid for less than six months at the time of transit, duly granted by Canada, the United States, Australia, the Republic of Korea, Japan, the United Kingdom of Great Britain and Ireland North, Singapore and any of the states that make up the European Union. Have permanent residence in third countries and travel back to them. They have a valid entry visa from the country of final destination. Demonstrate that they have an employment contract in their country of destination, which contains the registration stamps of the competent authority in that country, duly apostilled or legalized as appropriate.

Likewise, article 3 of said decree was worded as follows:

“The visa must be requested personally by the interested party before the Panamanian consulate of the country in which they are located or through a legal representative at the headquarters of the National Immigration Service. It must be requested with a minimum period of thirty business days prior to the date of travel.
