New Mipymes in Cuba: Fueling Controversy and Economic Growth

The Ministry of Economy and Planning of Cuba (MEP) approved 50 new Mipymes, of which only one is state-owned. The new authorized economic actors fuel the controversy that continues in the streets of the Island regarding the presence of such a form of private management. After fifty MSMEs approved by the MEP Now there are 8,623 operating in Cuban territory. Official data from the MEP recall that the authorizations for private forms of management began during the year 2021.

Among the new companies approved, 49 are from the private sector and only one from its state counterpart. In the first case, they will carry out activities related to the production of construction materials, accommodation and gastronomic services.

Almost two years since the first Mipyme approved

It was precisely in September 2021 when the Cuban government decided to authorize private businesses on the Island. Self-employed workers already existed, however, MSMEs arrived, to stay, with other functions and strategies within the national economy.

The crisis at that time forced the MEP authorities to “delegate”, above all, import functions to MSMEs. Private businesses bring food and basic necessities to the island that state companies no longer buy abroad.

After their appearance, they generated a lot of controversy due to the high prices they impose on their imported products. Inflation has increased since the beginning of the operations of these private businesses.

The current laws of Cuba reflect that MSMEs can be constituted as state, private or mixed. All are recognized as an economic unit with legal personality with its own characteristics.

However, as is known, none has power or access to the “key” spheres of the Island’s government. In this case, there are health, telecommunications, energy, defense and the media.
