Asuncion, IP Agency.- The Deputy Minister of Mines and Energy, Mauricio Bejarano, stressed that the new law approved by the National Congress, modifying the previous regulations, will allow for the rapid progress of projects to generate electricity through small power plants on the country’s internal rivers.
The Vice Minister stressed that the Executive has worked with both chambers of Congress to demonstrate the importance of modifying Law No. 3009 of 2006 and thereby correcting errors “in order to diversify the generation matrix and respond to energy demand.”
The legislation was approved yesterday and now it goes to the Executive Branch for its regulation. “Once we regulate this law, we will be able to address any type of generation project that may be undertaken. We know that this legislation has many advantages for being able to tender and advance generation in the country’s internal rivers,” said Bejarano in a radio interview.
He said that Paraguay must take advantage of all the natural resources it has for its development and in this regard he pointed out that progress has already been made in studies on the hydrological potential and even an estimate of the capacity of the Ypane River, between San Pedro and Concepción.
“As we already have the feasibility studies on this point, we have decided to put out to tender the use of the entire basin and not just a particular point. With this law we have come to remedy all the weak points that we had in the previous law and we believe that from now on we will have projects like these, with much greater dynamism and agility,” said the vice-minister.
He stressed that at this stage the private sector will have a leading role, since the projects will be carried out through bidding but with investment and exploitation by the private sector, to supply energy to the National Electricity Administration.
“We want to replicate the same with all the other sources so that ANDE strengthens its infrastructure and the private sector plays an important role in generation. In the experiences we have had previously, the number of interested parties we have at a global level is impressive,” he said.
