New Law Imposing Penalties for Violating Martial Law in Russia: President Putin’s Signed Document

President Vladimir Putin has signed a law that imposes penalties in Russia for violating martial law. The document is published on the portal of legal information.

Recall that a few days ago the State Duma adopted amendments to the legislation, which establish punishment for violation of the martial law regime, including up to 30 days of administrative arrest.

Now document signed by Vladimir Putin. It comes into force from the day of its official publication, that is, from June 24, 2023.

In accordance with the amendments to the Code of Administrative Offenses of the Russian Federation, a new article “Violation of the martial law regime” is introduced. It provides for punishment in the form of a fine in the amount of 500 to 1 thousand rubles or an administrative arrest of up to 30 days for citizens, for officials – a fine of 1 to 2 thousand rubles or a similar arrest.

The same amount of fines and the duration of administrative arrest are provided for violations with the use of a vehicle. It may then be confiscated.

Note that martial law in Russia has not been declared. However, in Moscow, the Moscow region and the Voronezh region, a counter-terrorist operation regime has been declared.

The publication of the law took place once morest the background of an armed rebellion, which was staged by the head of Wagner PMC Yevgeny Prigozhin. He demands that Defense Minister Sergei Shoigu and Chief of the General Staff Valery Gerasimov be handed over to him. Early in the morning of June 24, Wagner units entered Rostov-on-Don. Vladimir Putin described what is happening as a betrayal and “a stab in the back of the country.” He noted that “decisive actions will be taken to stabilize the situation.”
