Asuncion, IP Agency.- The new labour regulations implemented by the Government constitute the first chapter towards the modernisation of administrative labour law, highlighted specialists from the Irún & Villamayor Law Firm, which organised an event entitled “Presentation of the Modernisation Plan of the Ministry of Labour, Employment and Social Security. A business perspective”.
During the event held on Tuesday, the implications of Decree No. 1989 of June 27 were addressed, which updates the provisions related to registration in the Employer-Worker Registry, mandatory documents and books, communications, as well as the transmission of data and electronic documents to the Ministry of Labor.
In addition, Resolution No. 346/2024 was analyzed, which establishes a new Manual of Procedure for Labor Inspection and Supervision, in accordance with Convention 81 of the International Labor Organization (ILO). This manual aims to modernize internal regulations and guide labor inspectors in compliance with labor, social security, and occupational health and safety legislation.
As the main exponent, the Minister of Labor, Mónica Recalde, highlighted that the modernization of the Inspection Directorate seeks to prevent companies from being coerced during inspections.
“We must improve, have plans for restructuring and improvements. Do not be afraid of oversight, because it is a labor institution that protects both companies and workers. We want to build institutionality with transparency, efficiency and a timely response,” he said. He also stressed that the modernization of the Employer-Worker Registry responds to the mandate of the President of the Republic, Santiago Peña, to eliminate obstacles and simplify processes, thus encouraging formalization.
For his part, Joaquín Irún, partner at the Irún & Villamayor Law Firm, considered that Decree 1989 and Resolution 346/2024 mark a before and after in Paraguayan administrative labor law.
“This Decree of the highest Government, which brings us to modernity, including the system of transmission by telematic means, closes an entire historical chapter of Paraguayan administrative labor law and opens a new cycle that requires reorganizing our country,” he said.
Félix Villamayor, also a senior partner of the firm, presented the material on the “New Administrative Standards – Modernization of the Mtess”, considering it a significant advance towards efficiency and transparency in the labor field.
The event concluded with presentations by Héctor Legal, director of the Employer-Employee Registry, on the latest developments in employer registration and labor communications, and by Anahí Carballo, general director of Inspection, and Ana Karen Casco, director of Labor Inspection and Occupational Safety, who explained the new inspection procedures.
The event, held at the Crowne Plaza Hotel in Asunción, was attended by some 300 people, including business representatives, human resources operators and labor law professionals.
